Historical Description

SASKATCHEWAN, PROVINCE OF, organized September 1, 1905, out of the territorial districts in the Northwest, west of Manitoba Province and the district of Keewatin and east of the new Province of Alberta, of Assiniboia, Saskatchewan and part of Athabaska. Its area is 250,650 sq. miles, of which 8,318 sq. miles are water. From north to south, namely from lat. 60° N. (the foot of Mackenzie district) to 49° N. (the international boundary line), the Province has a length of 760 miles; while its breadth varies from 277 to 393 miles; the population, in 1901, was 91,460; to-day (1906), it is close upon 200,000. The Province is governed to-day, under the provisions of the British North America Act of 1867, and under a Lieut.-Governor, by an Executive Council and a Legislative Assembly, the latter consisting of 25 members. It is represented in the Canadian Senate by 4, and in the House of Commons by 10 members. As the Province has no debt, and the Crown lands passing to the Federal Government, an annual subsidy of $50,000 is to be paid by the Dominion for the support of the local government and legislature, together with 80c per head on an estimated population of 250,000 (to be increased as the latter increases), and an annual sum of $405,375, the equivalent of interest at the rate of 5 p.c. on $8,107,500, the sum which, by the terms of the Confederation Act, it would be entitled to enter the Union free of debt, and on the plane of the other Provinces of Canada. The additional sum, annually for 5 years, of $93,750, is to be paid the Province for the construction of necessary public buildings. The electoral divisions (25 in number) of the Province are as follows: Souris, Cannington, Moosomin, Whitewood, Grenfell, Wolseley, Saltcoats, Yorkton, South Qu'Appelle, North Qu'Appelle, South Regina, Regina City (the capital), Lumsden, Moosejaw, Moosejaw City, Maple Creek, Humboldt, Kinistino, Prince Albert, Prince Albert City, Batoche, Saskatoon, Rost hern, Redberry and Battleford. Late educational statistics assign to the two new Provinces (Alberta and Saskatchewan) 998 schools, with 1,152 teachers and 33,191 pupils, the annual expenditure for education in the two named Provinces being $1,066,602. As provision for the maintenance of these schools, the Dominion Parliament has set apart sections 11 and 29 in every township as an endowment. These school lands are subject to sale, and are meanwhile placed under the direction of the provincial Minister of the Interior. To assist agricultural development, the Federal Government maintains within the Province (at Indian Head) an Experimental and model farm. In south western Saskatchewan, ranching is being rapidly developed, as it is in the Province of Alberta; but agriculture may be said to be the paramount industry in the Province of Saskatchewan; wheat growing is the chief interest of the farmers, the yield being large and of the finest quality. The Province is well watered, both by lakes and streams; the chief rivers are the North and South Saskatchewan and their tributaries, besides the Souris, Rat, Carrot. Sturgeon, Battle, Vermilion, Beaver. Churchill, and other streams and creeks. It is traversed in various directions by the C. P.R. and its branch lines, as well as by the Canadian Northern RR. The Province forms, with Manitoba and Alberta, a vast part of the great wheat belt, while mixed fanning is very general, and in its south-west ern section ranching largely prevails. In soil, topography, climate, rainfall and productive adaptabilities, the Province much resembles Manitoba. These conditions are specially favourable to the growth of the hard, flinty wheat so much prized by millers, and commanding consequently a high price in competition with inferior qualities. It is characterized by absence of rust and the ravages of insects; while it is otherwise favored, during the period of growth and maturity, by fine climatic conditions, including much sunshine. Besides the vast stretches of open prairie, the Province has in its northern sections considerable forest growth, while it is abundantly watered. Ranching, as we have said, is largely engaged in, vast herds of cattle, horses, sheep and swine being annually reared on the rich grasses of the prairie and profitably exported. Statistics, recently published, indicate the gratifying development of this live stock trade in this and the adjoining Province of Alberta. Here are the census figures showing the growth of live stock, as well as population of the two neighboring provinces (Saskatchewan and Alberta), between the years 1901 and 1906. The profits to the stockmen from the raising and sale of these large herds of live stock, reared on the rich, boundless pastures of the prairie legion, are as phenomenal as they are gratifying. Not less striking is the monetary yield from the sales of the vast grain and root crops produced in the region. The growth of the Province may also be seen in the rise and development of the many towns and settlements, and the general prosperity which marks them. Besides the capital of the Province, Regina (which is also the seat of the Provincial Government), the following towns and their districts are notably progressive: Moose Jaw, Swift Current, Maple Creek, Rosthern, Humboldt, Saskatoon, Osier, Duck Lake, Prince Albert, Battleford, Batoche, Moosomin, Lumsden, Qu'Appelle, etc. Most of these towns are on the line of the C.P.R. and its branches, or on that of the Can. Northern RR.
