Historical Description
Budleigh Salterton, about mid-way between Sidmouth and Exmouth, is a retired watering-place, and is indebted to Lord Rolle for a small Episcopal chapel, and to the late well-known Air. Lackington the bookseller, for a neat chapel for the Wesleyan Methodists.
BUDLEIGH SALTERTON is a seaport and rising watering place, and has a station on a branch of the London and South Western railway, which joins the Sidmouth branch at Tipton, 6 ½ miles distant, with an intermediate station near Otterton Bridge and East Budleigh, called “Budleigh” station. This place is also about 5 miles east-by-north from Exmouth terminal station on the London and South Western railway, from whence a line is now (1901) in course of construction, and 8 south-east from Exeter, and is in the Eastern division of the county, East Budleigh hundred, Woodbury petty sessional division, St. Thomas union, Exeter county court district, rural deanery of Aylesbeare and archdeaconry and diocese of Exeter. It was formerly governed by a Local Board of 9 members, formed in 1878, but under the provisions of the “Local Government Act, 1894,” it is now controlled by an Urban District Council. By the same Act it was formed into a civil parish, and by an Order in Council of May 22nd, 1900, the district was constituted a separate ecclesiastical parish. Budleigh Salterton has risen during the present century from a collection of fishing huts into a fashionable watering place, pleasantly situated on the south coast and built along the bottom and sides of a small but picturesque valley opening to the sea. A stream of water flows through the centre of the main street, which occupies the bed of the valley, and is crossed by a number of small bridges, giving the place a singularly pleasing appearance. The streets are lighted with gas from works established in 1867. The town is supplied with excellent water from springs at Sherbrook and Kersbrook, the latter being an additional supply obtained in 1894, when a reservoir with a capacity of 150,000 gallons, pumping station &c. were erected by the Urban District Council at a cost of £1,080. The cliffs, rising perpendicularly from 100 to 250 feet, are occasionally broken into romantic caves with rocks jutting out into the sea, and command fine sea views. For some distance along the coast here, large circular pebbles are found, which are used for paving and building purposes; the hill sides on either hand are dotted with villas, or broken into terraces, giving the place a most picturesque appearance. The view from the cliffs embraces Peak Hill, with the valley of the Sid, Salcombe Height and the Dorsetshire coast to Portland on the east and Berry Head on the west, with Haldon Hills and the valley of the Exe to Woodbury Common northwards. The church of St. Peter was erected in 1893 at a cost of over £10,000, defrayed by the Hon. Mark G. Kerr Rolle, and is a building of limestone nobbling, with Monk’s Park and Doulting dressings, in the Early Geometrical Decorated style, from the designs of Mr. G. H. Fellowes Prynne, architect, of London and Plymouth, and consists of chancel, nave, aisles, transepts, south porch, lady chapel, vestries and an organ chamber: the stained east window was presented by the Hon. Mark G. Kerr Rolle; in the lady chapel are memorial windows to Mrs. Patrick: and there are two others presented by Lady Alice Ewing: the church affords 800 sittings.
The living is a vicarage, net yearly value £185, in the gift of the Hon. Mark G. Kerr Rolle, and held since 1900 by the Rev. Rees Charles Price M.A. of St. Edmund Hall Oxford. A new burial ground with a lich-gate and well laid out and planned with trees, was presented to the parish in 1900, by the Hon. Mark G. Kerr Rolle. The Wesleyan chapel was erected in 1817, at a cost of £1,700, and has registers of births and baptisms from 1820. There is a baptist chapel at Little Knowle, built in 1884. The Public Rooms, erected in 1861, at a cost of £850, by a limited company, are on the West road, and comprise a large room used for concerts and lectures, capable of seating 350 persons, a reading room and a library, containing over 1,000 volumes, in connection with the Literary Institution. The Masonic Hall, erected in 1891, in West Hill road, is a structure of brick with freestone dressings, and consists of reception and retiring rooms and large hall, capable of seating 200 persons. The early closing day is on Thursday. The Golf Club has excellent links one mile from Salterton, overlooking the valley of the Otter and commanding extensive land and sea views; there is a commodious pavilion with ladies’ and gentlemen’s dressing rooms, lockers &c. New golf links, with a course of 18 holes, are now being laid out by the Hon. Mark Rolle, on West Down Beacon. The Croquet and Lawn Tennis Club have excellent grounds, comprising 7 tennis courts and 3 croquet grounds; an open croquet tournament is held annually. There are branches here of the Wilts and Dorset Banking Co. Limited, the Devon and Cornwall Banking Co. Limited and the Exeter Bank (Sanders, Snow and Co.). The “Rolle Hotel,” which is well-appointed and commodious, was renovated in 1897 and a billiard room added: capital trout and other fishing in the preserved portion of the river Otter is available to visitors staying at the hotel. The Cottage Hospital, on the East Budleigh road, occupies, with its grounds, an area of about three-quarters of an acre, given by the Hon. Mark Rolle: it is an edifice of red brick, erected in 1888 at a cost of £900, in commemoration of H.M. Queen Victoria’s Jubilee, and has 14 beds, and an endowment of £1,000, given by the Rev. James Boucher M.A. curate of Littleham and Exmouth, who has also given another sum of £1,000 for the endowment of a Needy Patients’ and Surgical Aid fund in connection with the hospital. During the year 1900, 53 patients were admitted. Here is a coastguard station with rocket life-saving apparatus (No. 42). The port is under the jurisdiction of the Exeter Custom House. The area is 783 acres; rateable value, £10,285; the population in 1901 was 1,883.
