Historical Description
Chagford, an ancient market-town, situated near the river Teign, almost surrounded by high hills, which have a very picturesque appearance. Chagford is a stannary town, and occasionally the place where mining concerns are transacted. The number of houses is 276, inhabitants 1503.
The country about Chagford and Moreton Hampstead is very romantic; some of the views are very fine, as Fingle-bridge, and Sidleigh-park.
On the banks of the Teign, near Chagford, is a woollen manufactory, one of the largest in the country.
CHAGFORD is a parish and small market town on the borders of Dartmoor, near the river reign, 4 miles north-west from Moreton Hampstead terminal station of a branch of the Great Western railway, 10 south-west from Okehampton, 16 south-west from Exeter and 230 from London, in the Mid division of the county, Wonford hundred, Crockernwell petty sessional division, Okehampton union and county court district, rural deanery of Moreton, archdeaconry of Totnas and diocese of Exeter. The town was lighted with gas in 1869; but the streets and most of the larger houses are supplied with the electric light by The Chagford and Devon Electric Light Co. Limited, incorporated November 18th, 1890; waterworks were established in 1880: there are some good houses, and convenient apartments are to be had both in the town and neighbourhood. The church of St. Michael, dedicated July 30, 1261, by Bishop Branscombe, is a building of granite in the Early Perpendicular style, restored and reseated in 1865, and consists of chancel, nave, aisles, south porch and an embattled western tower with pinnacles, containing a clock and 8 bells, 6 of which are dated 1766 and 2 1877: a new organ was erected in 1891 and enlarged in 1899, at a cost of £450: there is a large Renaissance monument in the chancel to Sir John Whiddon, serjeant-at-law, temp. Edward VI. justice of the Queen's Bench, knighted January 27, 1555, ob. January 27, 1575: in the south aisle is a memorial to John Prous, dated 1664: there are various modern brasses, principally to the Hayter family, and several stained windows: the large east window, erected in 1860, is a memorial to Rev. W. Hames, a former rector of the parish: and below it is a triptych presented in 1888 as a memorial to the late rector, by his widow and son, and a stained window has been erected to his memory by the parishioners: in 1894 sedilia and a memorial window to the late Mrs. Hayter-Hames were presented by her relatives: there are 400 sittings. The register of marriages and deaths dates from the year 1598 and of baptisms from 1700. The living is a rectory, net yearly value £400, including 48 acres of glebe, with residence, in the gift of Colvile George Hayter-Hames esq. and held since 1886 by the Rev. Gerald Lewis Henry Ley M.A. of Pembroke College, Oxford. There are Wesleyan and Bible Christian chapels. The Rev. John Hayter and John Hooper esq. gave the annual interest of £200 to teach yearly six poor children reading, writing and arithmetic, and to place out one or more such children in apprenticeship to some trade: this £200, now invested in new Consols, was a legacy given by will of John Weekes, in 1790, to the said Rev. John Hayter and John Hooper esq.; it now produces £5 yearly, and under a scheme of the Charity Commissioners, dated 2nd December, 1892, this sum is in future to be applied by the trustees for the benefit of deserving poor children who are bona fide resident in the parish of Chagford, who are and have, for not less than two years, been scholars in a public elementary school or schools, and who have received from the managers of the school or schools such a certificate or certificates in writing of their good conduct, regularity in attendance and progress in learning, as shall be satisfactory to the trustees, in one or more of the following ways, as they think fit, viz.:-(a) In granting prizes or rewards to children qualified as aforesaid, and in providing them with Bibles and books of common prayer upon their leaving school: (b) in paying the cost of apprenticing to some trade or occupation children, qualified as aforesaid, upon their leaving school: (c) in contributing towards the cost of an outfit for children qualified as aforesaid upon their leaving school and entering upon a trade or occupation, or into service. In 1791 John Hooper esq. of Withecombe, left the clear yearly sum of £5 to be distributed on New Year’s day to poor families who had not received any relief from the parish for one month preceding New Year’s day. The church lands charity, the gift of an unknown benefactor, has been settled under the powers of the “Local Government Act, 1894,” and in future two thirds of the income, or about £20, will go to the rector and churchwardens, and as a non-ecclesiastical charity the remainder, about £10, will be administered by trustees, viz.: the rector for the time being and two persons appointed by the Parish Council. Chagford was one of the. Stannary towns of the Duchy of Cornwall from 1328 until the end of the 18th century, since which date the Stannary Court has been removed. Here is a reading room, with a library of about 500 volumes. There are large annual fairs for cattle and sheep on the first Thursday in May, September and October end the last Thursday in March. The scenery around Chagford is of a most romantic character. This portion of Dartmoor is much frequented in the summer time by invalids, its dry and bracing air having been found very beneficial to persons having a consumptive tendency; it is also a constant resort of tourists, antiquaries and anglers. The most interesting spots near here are Whiddon Park, the Sharpitor Rocks, Kistor Rock, Meldon Hill, Gidleigh Park and Holy Street There are many Druidical and other relics of ages long gone by, including remains of stone circles, the ruins of a hut village on the moor near Kistor Rock, and the Drewsteignton cromlech, situated in a field adjoining Shilston farm, and consisting of monoliths of granite; the greatest length of the quoit or upper stone is 15 feet; breadth 10 feet and thickness about 2 feet; in Rushford wood is a Logan stone and a bowling-green: across the Walla brook is a primitive bridge of a single stone, 12 feet in length, 3 wide and 1 ½ thick. The river reign affords good trout fishing. Here are the kennels of the Mid-Devon foxhounds: Chagford, Moreton Hampstead and Okehampton are convenient places for hunting visitors. Chagford House, the seat of Colvile George Hayter-Hames esq. M.A., J.P. is a fine old mansion, pleasantly situated on an eminence and commanding extensive views: it is approached by a fine avenue of trees and sheltered by lofty downs. Whiddon Park, the property and residence of Commander Edward Seymour Evans R.N., J.P. is a mansion pleasantly seated in a park of 115 acres. Thomas Taylor Coniam esq. of Waye house, is lord of the manor, and William Ellis esq. is lord of the manor of Southteign, which extends into this parish; Colvile George Hayter-Hames esq. Richard Vooght Clampitt M.D., L.R.C.P.Edin. of Coombe and 49 Merton road, Bootle, Lancs, William Ellis esq. and Mrs. Baines-Hooper are the principal landowners. The soil is loam, resting on granite. The chief crops are barley and oats. The area is 7,438 acres of land and 21 of water; rateable value, £7,995; the population in 1901 was 1,397.
