Historical Description

CULMSTOCK is a parish and pleasant village, on the river Culm, with a station on the Culm Valley branch of the Great Western railway, 183 ½ miles from London, 10 east from Tiverton and 6 south-south-west from Wellington, in the North Eastern division of the county, hundred of Hemyock, Cullompton petty sessional division, Wellington union and county court district, rural deanery of East Tiverton and archdeaconry and diocese of Exeter. The church of All Saints is an ancient building of stone in the Perpendicular style, consisting of chancel, clerestoried nave, aisles, south porch and an embattled western tower containing 6 bells, dating from 1636 to 1853; the third, undated, has an inscription to the Virgin: there is a fine stone screen, now serving as a reredos, and in the church is preserved an altar cloth, formed from a pre-Reformation cope, with figures descriptive of the “Benedicite,” worked in silver wire: a memorial window has been placed to Major Octavius Temple, formerly lieut.-governor of Sierra Leone, and father of the present Archbishop of Canterbury; and there are others to the Rev. J. W. Karslake, a former vicar, W. P. Collier esq. and to Samuel Corner esq.: the church was restored and reseated in 1887 at a cost of £520; further improvements were carried out in 1895 and 1900: there are 302 sittings. The register dates from the year 1645. The living is a vicarage, net yearly value £209, with residence and 7 acres of glebe, in the gift of the Dean and Chapter of Exeter, and held since 1895 by the Rev. Thomas Sole Rundle M.A. of Queen's College, Oxford. There is a Baptist chapel at Prescott, built in 1718, and rebuilt in 1785, with 400 sittings, and a Mission hall in connection with it was erected in the village in 1889: the Wesleyan chapel was erected in 1888; and there is a Meeting House for the Society of Friends, at Spiceland, erected in 1670 and rebuilt in 1815. The charities, amounting to about £50 yearly, are administered by the Parish Council. The woollen factory of Messrs. Fox Bros, and Co. of Wellington, Somerset, employs about 32 people. The annual cattle fair is held on the Monday preceding the 24th of May, Culmstock Beacon, on the Hill, is still in good repair. The plot of R. D. Blackmore's novel Perly Cross” is laid in this and adjoining parish. Upcott is the property of Frederick Thomas Ellworthy esq. of Foxdown, Wellington, Somerset. Frederick Collier esq. who is lord of the manor, John Cave New esq. of Craddock House, Cullompton, Richard Hall Clarke esq. of Bridewell House, Halberton, Edward Corner esq. of Wellington, Willoughby J. Guthrie Louden esq. of 4 Chesterfield street, Mayfair, London W. Charles Lindley Collier esq. of London, Charles Collier esq. John M. Langdon esq. Mrs: Broom, of Almshayne, and Clement Wm. Hawkins esq. are the principal landowners. The soil is light; subsoil, clayey and gravelly. The chief crops are barley, oats &c. The area is 3,648 acres of land and 9 of water; rateable value, £5,832; the population in 1901 was 765.

A School Board of 5 members was formed June 26, 1874; Richard W. Beadon, Woodgate, clerk to the board & attendance officer.

Board School (mixed), built in 1874, for 150 children; average attendance, 125.

The Old National School restored in 1895 is now used as a Sunday school.
