Historical Description

EAST BUDLEIGH is a parish and village, with a station called “Budleigh,” on the newly-constructed branch of the London and South Western railway from Tipton to Salterton. It is pleasantly situated in the vale of the Otter, 2 miles north-east from Budleigh Salterton, which is on the sea coast, at the mouth of the estuary of the Otter, 11 miles south-east-by-east from Exeter, 6 north-east from Exmouth and 5 south-west-by-west from Sidmouth, in the Eastern division of the county, hundred of East Budleigh, petty sessional division of Woodbury, union of St. Thomas, county court district of Exeter, rural deanery of Aylesbeare and archdeaconry and diocese of Exeter. The village is well supplied with water, free of charge, through mains laid by the Hon. Mark G. Kerr Rolle, at a cost of £320, and distributed through eight taps, provided by the inhabitants at a cost of £23; a stone, with inscription to commemorate the Jubilee of the late Queen Victoria of 1887 has since been erected in the village. The church of All Saints is an ancient edifice of stone, in mixed styles, consisting of chancel, nave, aisles, south porch and an embattled western tower, containing a clock and 6 bells, 5 being cast, apparently, in 1755, and one added in 1875: the chancel was repaired about 1853: in the nave is a tomb with floriated cross to Joan, 2nd wife of Walter Raleigh, inscribed:-“Orate pro aia: Johanne Rale, Noverc: Waltri Rale Armig. Que obiit x die Mensis Junii ano D.’’: the church retains benches with finely-carved ends, displaying foliage, tracery and figures supporting shields of arms of the Chiverston, Courtenay, St. Clere and Tidswell families, and dating from 1534, and there is a fair screen of five bays: the church was restored in 1885—7 at a cost of £1,100, when the galleries and the rooms in the tower which disfigured the west end and blocked up a fine window were removed, and the whole of the west end and both aisles reseated in oak, the flooring re-laid throughout with Purbeck stone and a vestry and organ chamber built. In 1894 a carved oak pulpit, by Hems of Exeter, and costing over £200, was presented, and in 1896 the west window was filled with stained glass by the Hon. Mark G. K. Rolle, both as memorials to the late Mr. Lipscombe, for 27 years agent for the Rolle estate. The register of baptisms dates from the year 1555; marriages, 1556; burials, 1562. The living is a discharged vicarage, net yearly value £230, with residence and 9 acres of glebe, in the gift of the Hon. Mark G. Kerr Rolle, and held since 1884 by the Rev. William Frederick Green M.A. of Oriel College, Oxford. The great tithes are held by the Hon. Mark George Kerr Rolle D.L., J.P. of Bicton, J. Askew Bell esq. Edward James esq. and George Beloe Ellis esq. There is a Congregational chapel in the village and a meeting house for the Plymouth Brethren. Sir Walter Raleigh was born here in 1552, at a house called “Hayes Farm,” or “Hayes Barton,” one mile from the village. The charities amount to about £250 yearly, £84 of which was left by the late John Hine esq. of Leeford: this charity is disposed of as follows:-£29 for the parochial schools; £27 10s. to the poor of the parish and £27 10s. to the East Budleigh and Budleigh Salterton Benevolent Society; there is also a sum of £73 7s. arising from the “Non nobis Domine” charity for the poor. The Hon. Mark George Kerr Rolle, of Stevenstone, is lord of the manor and chief landowner. The soil is sandy; subsoil, marl. The chief crops are the usual cereals, especially barley. The area is 3,173 acres of land, 6 of water, 5 of tidal water and 42 of foreshore; rateable value, £3,949; the population in 1901 was 776.

Great and Little Knowle are hamlets, and are given with Budleigh Salterton, which has been under the provisions of the “Local Government Act, 1895,” formed into a township.

Church of England School (boys, girls & infants), for 150 children; average attendance, 31 boys, 38 girls &, 33 infants; with an endowment of about £116, accruing from Drake’s & Hine’s charities.
