Historical Description
EAST STONEHOUSE (known as Stonehouse) is a continuation of Plymouth proper on the west and separated by the Stonehouse pool from Devonport; and is a parish and township, forming part of the Parliamentary borough of Devonport, and head of a county court district.
Under the provisions of the “Local Government Act, 1894” (56 and 57 Vict. c. 73) it is governed by an Urban District Council of 15 members, taking the place of the Local Board established 3 Dec. 1872, and is in part supplied with water from Plymouth; but water works have also been constructed under an Act of Parliament, obtained in 1851, the expenses of the commissioners under this Act being paid by rates on the property of the parish.
The parish was formerly called “Hepeston,” and in the reign of Henry III. contained only the house of the owner of the manor, Joel de Stonehouse. From the Stonehouse family it passed to that of the Durnfords, and from them, by marriage, to the noble family of Edgcumbe, by whom it is now held. The greater part of the parish is let on leases subject to perpetual renewal on the payment of small fines; and the place owes its prosperity chiefly to its convenient situation as a naval and military depot, and to the large Government establishments maintained here in connection with the public victualling, sanitary and medical services. Many vessels belonging to Stonehouse are engaged in the coal and timber trade.
The Pool, as it is called, is an arm of Plymouth harbour, of sufficient depth to admit vessels of heavy burthen, and is much resorted to, especially by ships in the timber trade. There are many extensive stores on its margin, and several boat-building yards. A considerable extent of water frontage in Stonehouse is occupied by the docks and works of the Plymouth Great Western Dock Company. Quays have been constructed along the Devonport side of Stonehouse Pool, opposite the Royal Naval Ordnance Depot, and others are connected by a branch line with the Devonport station of the London and South Western railway. Extensive fortifications command the entrance to the Hamoaze.
Edgcumbe and Union streets, Stonehouse, and Union street, Plymouth, form one continuous street, extending for more than a mile in a straight line from Stonehouse bridge to near the Royal hotel, Plymouth.
The communication between Stonehouse and Devonport is ensured by means of a bridge over the Stonehouse Pool, built in 1773, by the proprietors of the two manors, the Earl of Mount Edgcumbe and Sir John St. Aubyn bart.: the tolls, let by the proprietors, have increased in value for many years, and now amount to about £5,000 yearly. The Mill bridge, which spans the creek higher up, connects Stonehouse with Stoke Damerel.
Ferry and horse boats ply between the Admiral’s Hard, approached from Durnford street, and Cremyll Beach, at Mount Edgcumbe, from which a rather hilly road conducts to Looe, Fowey, and other parts of Cornwall.
The regulation of the hackney coaches, boats plying for hire, and porters for Plymouth, Devonport, and Stonehouse, is vested in commissioners, acting under an Act of Parliament, 6th and 7th Vic. cap. 61: very good boats can always be hired at rates fixed by the commissioners, and easily ascertained.
The nearest railway stations are those on the Great Western line at North road and Millbay, the latter being the terminus.
There are three churches in Stonehouse: that of St. George, St. Paul’s and St. Matthew’s.
St. George’s church, in Chapel street, is a plain building of stone in the Doric style, erected in 1879, on the site of an ancient chapel, and consists of chancel, nave, porch and a tower, with pinnacles, containing 8 bells: it was entirely renovated in 1882—3, with the addition of a new chancel, at a cost of £2,500, and has 1,100 sittings. The register of baptisms and burials dates from the year 1757; marriages, 1754. The living is a vicarage, net yearly value £250, including 19 acres of glebe, with residence, in the gift of the vicar for the time being of St. Andrew’s, Plymouth, and held since 1891 by the Rev. Boulton Brander Liptrott M.A. of St. John’s College, Oxford. A mission hall for this parish was erected in 1890—91, at a cost of £1,000.
St. Matthew’s is an ecclesiastical parish, formed July 25, 1876; the church, situated opposite the Royal Naval Hospital, was erected in 1875, at a cost of £4,500, and consecrated December 16, 1875, and is an edifice of stone in the Geometrical or Early Decorated style, from designs by Mr. J. Snell, architect, of Plymouth, consisting of chancel, nave, aisles, transepts, organ chamber and the lower stage of an unfinished tower, which forms a porch on the north side: the east window is stained, and there are about 730 sittings. The register dates from the year 1876. The living is a, vicarage, net yearly value £190, in the gift of four trustees, and held since 1896 by the Rev. William Robinson, of St. Aidan’s.
St. Paul’s is an ecclesiastical parish, formed Dec. 21, 1883. The church, at the end of Durnford street, is a building of stone in the Gothic style, erected in 1830, at a cost of about £2,700, and consists of chancel, nave, aisles, west porch and a turret containing one bell: in 1885—6 the church was restored at a cost of £600, and in 1891 a chancel was added, at a further cost of £1,160, and the church now affords sittings for 450 persons. The register dates from the year 1873. The living is a vicarage, net yearly value £200, in the gift of trustees, and held since 1896 by the Rev. Charles Ernest Treadwell.
The Bible Christian chapel is in East street and the Baptist and Primitive Methodist chapels in Union street. There is a Congregational chapel in Emma place, and a Wesleyan chapel in Edgcumbe street.
East Stonehouse Town Hall (late St. George’s Hall), at the east end of Emma place, was erected in 1849—50 by a company, from designs by Messrs. Fuller and Gingell, architects, of Bristol, is a fine building in the Italian style, with a facade of two orders, the lower being Doric, with bold rustications, and the upper Corinthian, on a continuous moulded base, and finished with a cornice and balustrading: in the lower stage is a projecting portico, formed by eight coupled Doric columns, supporting a cornice with balustrade over: on the ground floor is an entrance hall, the walls of which are decorated with Ionic columns and piasters, and the ceilings being deeply coffered: on the left is the county court and town hall, with retiring rooms, and on the right the offices of the District Registrar of the High Court of Bankruptcy and the County Court combined, as well as the Registrar’s chambers; and above these are the offices of the High Bailiff: the assembly-room, 84 feet by 44 feet, and 30 feet high, has an orchestra at the end, with a very good organ, and adjoining are retiring and dressing rooms. A wing has since been added, containing a large room. The stone for the building was given by the late Earl of Mount-Edgcumbe, and the present Earl generously gave up his reversionary interest in the site; the cost of erection, £4,500, was raised in shares.
The early closing day is on Wednesday.
The Grand Theatre, in Union street, erected in 1889, is a substantial building, well and completely fitted and effectively decorated, and will seat 2,200 persons. The County Theatres and Hotels Limited are the proprietors.
A Constitutional Club, in Edgcumbe street, was opened by the Earl of Mount-Edgcumbe on May 18th, 1893, and there is a Liberal Club in Union street.
The charities amount to £16 yearly.
The Earl of Mount-Edgcumbe is lord of the manor; his seat, Mount-Edgcumbe Park, in the adjoining county of Cornwall, is open to the public on Wednesdays, and to strangers at other times on application at the manor office, Emma place, Stonehouse.
The area of the parish and urban district is 190 acres of land, 3 of water, 35 of tidal water and 42 of foreshore; rateable value, £54,070; and the population in 1871 was 14,585, in 1881, 15,125, in 1891, 15,398, and in 1901, 15,111 including 605 in the Royal Naval Hospital and 905 in the Royal Marine Barracks.
