Civil & Ecclesiastical Jurisdiction
Historical Description
Exminster, a very pleasant village on the west of the river Exe. Leland, in the reign of Henry VIII. noticed it as a very pretty little town. The Courtenays, Earls of Devon, had once a very extensive mansion here.
EXMINSTER, is a parish and village on the western bank of the river Exe, opposite Topsham, and on the road from Exeter to Teignmouth, with a station on the Exeter and Plymouth section of the main line of the Great Western railway, and is 4 miles south-south-east from Exeter and 16 from London, in the North Eastern division of the county, Exminster hundred, Wonford petty sessional division, St. Thomas union, county court district of Exeter, rural deanery of Kenn, archdeaconry and diocese of Exeter. The church of St. Martin is an ancient building of red stone, in the Perpendicular style, consisting of chancel, nave, south aisle, south porch, and an embattled western tower containing a clock and 6 bells, all cast by Thomas Bilbie in 1768, except the 1st, which was re-cast by Mears, in 1855: there are memorial windows to S. T. Kekewich esq. formerly M.P. for the county, who died June 1st, 1873, erected by his tenants; to Augustus Stowey esq. and the Rev. G. W. B. Daniell, both of Kenbury, erected in 1876; to Lewis Kekewich esq. lieut. 20th Regiment, who after being wounded at Inkerman, Nov. 5, 1854, died of fever at Corfu, Feb. 16th, 1855; and one to the late Joseph Palmer Godfrey esq. of Plymouth, erected in 1898: some remains of oak screens still exist: the church was renovated in 1840, and in 1896 the roof was entirely restored, the west gallery removed and the whole of the nave reseated, at a cost of £850: there are now 300 sittings. The register dates from the year 1562. The living is a vicarage, net yearly value £302, with residence and 15 acres of glebe, in the gift of the governors of the Crediton Church Corporation Trust (who are also impropriators of the great tithes, amounting to £600 yearly), and held since 1894 by the Rev. John Jessop Teague B.A. of Emmanuel College, Cambridge. The Wesleyan chapel here, erected in 1893 at a cost of £500, is a building of stone, seating 140 persons: there is also a chapel for the Brethren. The governors of the Crediton Church Corporation Trust pay £26 yearly for two pensioners in this parish; Margaret Taverner left by will, dated Nov. 4th, 1629, 20s. yearly, which is given in bread oh Good Friday: there are also almshouses for eight poor persons. A pleasure fair is held on May 27th. Peamore is the mansion of Trehawke Kekewich esq. M.A, D.L., J.P. Trood House, the property of E. H. Roach, of Glastonbury, is now (1901) occupied by Col. James Fellowes. The Earl of Devon and Lord Haldon, who are the lords of the manor, Trehawke Kekewich esq. A. W. B. Daniell esq. E. H. Roach esq. of Glastonbury, and James FitzGerald Bannatyne esq. J.P. of Haldon House, Kenn, are chief landowners. The soil is rich and very fertile; the subsoil is red sandstone. The chief crops are wheat, barley and turnips. The area is 5,796 acres of land, 51 of water, 55 of tidal water and 210 of foreshore; rateable value, £15,839; the population in 1901, including 103 officers and 1,160 inmates in the County Asylum and 75 in the Devon and Exeter Boys’ Industrial School, was 2,548.
By a Local Government Board Order, 16,545, which came into operation on March 25th, 1884, a detached part of this parish, known as Knowle, was added to Ide and Kiddons was transferred to Ashton, for civil purposes.
The Devon County Lunatic Asylum, half a mile north of the village, was originally built at a cost of £93,400 & opened 2 July, 1845; a new chapel & sanatorium were added in 1877, at a cost of £12,500; considerable additions have since been made, including new laundry, nurses’ block, quarters for assistant medical officer, the enlargement of the recreation rooms & kitchens & the corridors connecting the blocks, the whole building has also been fitted with electric light; the asylum is now available for 1,231 patients; the present number of inmates being 1,160; Arthur M. Duis L.R.C.P. & L.R.C.S.Edin. res. physician & superintendent; Reginald Charles Jenemie Stevens M.B. & B.S.Durh., M.R.C.S.Eng. Joseph J. Baskin L.R.C.S., L.R.C.P. & L.M.Edin. & William Edward Peck M.R.C.S.Eng., L.R.C.P.Lond, assistant medical officers; Rev. John B. Williams B.A. chaplain; Henry Michelmore, clerk to the visitors; Frederick Sanders, clerk to the asylum; F. Pollard, auditor; Frederick Marks, storekeeper; Miss Hunt, housekeeper; William Headon, head male attendant; Jane Holberry, head female attendant; Philip Pethybridge, farm bailiff; Sidney Mitchell, clerk of works.

Devon & Exeter Boys’ Industrial School, removed from Exeter in 1869, & capable of holding 70 boys.
A School Board of 5 members was formed May 6, 1891; W. H. Fisher, 15 Queen st. Exeter, clerk to the board.
