Historical Description

PARKHAM is a parish and village on the small river Yeo, and is bounded on the north by Barnstaple Bay, 7 miles south-west from Bideford station on the Torrington branch of the London and South Western railway, in the North Western division of the county, Shebbear hundred, Bideford petty sessional division, union and county court district, rural deanery of Hartland, archdeaconry of Barnstaple and diocese of Exeter. The church of St. James is an edifice of stone of the 15th century, consisting of chancel, nave, aisles, south porch and an embattled western tower, of Perpendicular date, with pinnacles and containing 6 bells, all cast in 1778: there are four stained windows, an enriched Norman door and a font of the same period: the north aisle was erected by the Risdon family, of Bableigh, in this parish, and in the aisle is a slab inscribed on one side to Giles Risdon, gent. ob. 21st April, 1583, set. 90, and on the other to Grace, wife of Giles Risdon, of Bableigh, ob. 10th February, 1676, and Katherine, wife of the same, ob. 11th September, 1682: there are also various inscriptions from 1595 to 1712, to the ancient family of Giffard, of Halsbury, ancestors of present Lord Halsbury, Lord Chancellor, 1885—92; one of these is on a stone bearing on the proper obverse side an inscription to Katherine, wife of Thomas Moncke, of Pudderydge esq. ob. 2nd November, 1595: in the south aisle is a flat stone with an enriched margin and incised floriated cross, surrounded by an inscription in old English lettering to Richard ob. 14—6: the church was restored in 1875, and has 250 sittings. The register dates from the year 1538. The living is a rectory, net yearly income £500, inclusive of 127 acres of glebe, with residence, in the gift of and held since 1889 by the Rev. Robert William John Smart M.A. of Queen’s College, Oxford. There are two Wesleyan chapels, one in the village and one at Holwell, and a Bible Christian chapel at Goldworthy, one mile distant. The Barton of Halsbury, from which the present Lord Chancellor derives his title, wont from the family of that name to the Giffards by marriage in the reign of Edward I. Halsbury now belongs to T. Rogers esq. by purchase from the Lees, who bought it of the Davies family, to whom the Giffards sold it. Bableigh, once a residence of the Risdons, was sold in 1760 to Mr. Hiern. One-third of the manor belongs to the Hon. Mark G. K. Rolle, of Stevenstone; another third, once in the Molesworths, has been sold in parcels. The Hon. Mark George Kerr Rolle, Trehawke Kekewich esq. of Peamore, Exeter; Major James Morrison Kirkwood, of Yeo Vale, Alvington, Bideford; Mrs. Pine-Coffin, of Portledge and Kenwith, Abbotsham, Bidsford and Thomas Rogers esq. of Orleigh Court, Buckland Brewer, Bideford, are the chief landowners. The soil is various; subsoil, clay. The land is chiefly in pasturage. The area is 5,924 acres of land and 92 of foreshore; rateable value, 3,291; the population in the civil parish in 1901 was 797.

By Local Government Board Order 14,829, detached parts of Buckland Brewer, known as Howley and Green Hill, were added to this parish, March 25, 1885, for civil purposes.
