Historical Description

Ashford, twelve miles from Hithe, is pleasantly situated on an eminence; the ground sloping on every side from the town. The houses are in general modern and well-built, and the High Street, which was new-paved a few years since, is of considerable width.

The Market-house stands in the centre of the town and the church and school on the south side.

The church is a large and handsome building, consisting of a nave, aisles, and three chantels, with a lofty and well-proportioned tower in the middle. It contains several ancient monuments and brasses, among which are some fine and interesting memorials to the family of Fogge, once of great celebrity in this neighbourhood, but now extinct. The free Grammar School of this place was founded by Sir Norton Knalchbull, in the reign of Charles I.

Here was formerly a weekly market, which is now fallen into disuse; but there are markets well-attended for the sale of livestock, on the first and third Tuesdays in every month. Ashford is remarkable for being well supplied with good fish of various kinds, and is in many other respects a desirable place of residence.

ASHFORD, which derives its name from its situation on the Esshe, or Esshet, the western branch of the Stour, is a market town and parish, on the road from London to Folkestone, with a junction station on the main line of the South Eastern and Chatham railway to Folkestone and Dover, and with branch lines to Canterbury, Ramsgate and Margate, Maidstone and southwards to Hastings, Lydd and Dungeness. The former London, Chatham and Dover terminal station here is now (1903) closed. Ashford is 52 miles from London by road and 54 by railway, 20 by railway from Dover, 14 south-west from Canterbury, 30 south-west from Ramsgate, 34 south-west from Margate, 15 north-west from Folkestone, 31 south-west from Sandwich, 35 west from Deal, 11 north-west from Hythe, 16 north from Rye, 18 south-east from Maidstone by road, 31 east-by-north from Tunbridge Wells, 26 east from Tonbridge and 26 from Hastings; it is the head of a county court district and petty sessional division, in the Southern division of the county, hundreds of Ashford and of Chart and Long-bridge, lathe of Scray, West Ashford union and in the rural deanery of East Charing, archdeaconry of Maidstone and diocese of Canterbury.

In consequence of its position, as a central station, and the site of the principal locomotive and carriage works of the South Eastern and Chatham railway being located here, Ashford has become a place of considerable importance, and now comprises the old and new towns. The “Local Government Act, 1858” (21 & 22 Vict. c. 98), was adopted March 10, 1863, but the town is now governed by an Urban District Council constituted under the provisions of the “Local Government Act, 1894” (56 & 57 Vict. c. 73); water is supplied from works the property of the Council, the pumping station being at Henwood; and gas by the Urban Council, who acquired the works, previously belonging to a company, in 1897; these works are close to the town and adjoin the railway. The water supply is obtained from wells at Henwood, with adits constructed in 1900, ab a cost of £8,000, and is delivered into two reservoirs, one having a capacity of 36,000 gallons, and the other, opened in 1898, of 280,000 gallons. The sewerage works were completed in 1888 at a cost of £14,000, and a sewage farm of about 8 acres formed, which, with receiving tanks, are ab Bybrook, half a mile north-east of the town; a pumping station has also been erected at South Ashford.

The church of St. Mary is a cruciform building of Kentish rag, mainly in the Perpendicular style, and has a central tower containing 10 bells and a clock with two dials and carillon chimes, erected in 1885 ab a cost of about £600, in 1898 one bell was re-cast and the whole rehung with new fittings, at a cost of £200; there are several brasses; some fine monuments to the Smythes of Westenhanger, and a number of memorial windows; the church was reconstructed in the reign of Edward IV. by Sir John Fogge; it has since been enlarged, and now affords 1,750 sittings, of which about 500 are free. The register, in which there are many curious entries, particularly during the Commonwealth dates from the year 1570. The living is a vicarage, net yearly value £250, with 10 acres of glebe and residence, in the gift of the Dean and Chapter of Rochester, and held since 1888 by the Rev. Peter Francis Tindall M.A. of Jesus College, Cambridge, hon. canon of Canterbury, rural dean of East Charing and surrogate. The Ecclesiastical Commissioners are owners of the great tithes.

Christ Church, South Ashford, a chapel of ease to the parish church, is of Kentish rag, in the Transition style, and has a turret containing one bell; it was erected in 1867 at a cost of about £4,500 and affords 600 sittings.

The Catholic church, dedicated to St. Teresa, and erected in 1865, was completed in 1892, and will seat 150 persons. There is a Congregational chapel, founded in 1662, and a Baptist in 1653, and Bible Christian and Wesleyan chapels, and a meeting house for the Society of Friends, seating 220. The Cemetery, situated about a quarter of a mile north of the church, contains about 9 acres of land, 5 acres of which were consecrated in 1858 and a further portion in 1886; a portion of the ground is appropriated for the use of Catholics; there are two mortuary chapels. The cemetery is under the control of the Urban, District Council acting as a burial board.

The Corn Exchange, erected about 1861, is used for various public purposes besides, those of a Corn Exchange; it will seat from 800 to 1,000 persons.

The Assembly or Public rooms, formerly used for concerts and other entertainments, and seating 400 persons, are now the property of the Ashford Urban Council, and are let to the Technical Education Committee of the Council, and used as a science and art school; the gas and water departments also have their offices here.

Whitfeld Hall, Bank street, erected as a memorial to Mr. Henry Whitfeld, and opened March, 1874, was enlarged in 1893, when a billiard room and gymnasium were added: the hall is used for public meetings and lectures, and will hold 250 persons; the Ashford Institute has the use of the hall.

Wellesley Hall, in Wellesley road, is used for concerts, entertainments and public meetings, and affords 200 sittings.

Ashford Fire Brigade, established in 1826, consists of 20 members, and has steam and manual engines, two fire escapes and a hose tender.

The Ashford Division of the St. John’s Ambulance Brigade has a station in High street.

The Swimming bath established by a Limited Liability Company in 1867 at a cost of about £700, and now the property of the Urban District Council, has an area of nearly one acre of water, varying from two to seven feet in depth.

Here are breweries, brick yards, a tan yard, iron foundry and agricultural implement works.

The two Flour Mills of Messrs. H. S. Pledge & Sons Limited, are fitted with the newest improvements in machinery.

The London and County Bank Limited and Lloyds Bank Limited (late Messrs. Pomfret, Burra and Co.), have banks here.

A market is held every Tuesday for corn and cattle, to which numbers of sheep and bullocks are brought from Romney Marsh and other districts. The market was first established in the reign of Edward I. Fairs are held on the 17th and 18th of May, 9th of September, 12Th 13th and 24th of October, for horses, cattle and pedlery.

Ashford Cottage Hospital, a structure of red brick, was erected in 1877 by William Pomfret Pomfret esq. in memory of his wife, at a cost of £3,000, exclusive of site; it was enlarged in 1900, and contains 20 beds and is supported by contributions; the number of patients in the year 1901 was 165.

The Isolation Hospital, Beaver, was built in 1902, at a cost of about £400; it has 8 beds and rooms for nurses.

Ashford Rural District Sanatorium, built in 1894 and since enlarged at a cost of £1,000, will hold 12 inmates.

The Almshouses, in Tufton street, were built in 1853 for four poor persons. The late Thomas Whitfeld esq. subsequently gave £100, which sum was invested in the purchase of ground in rear of the almshouses, producing a rental of £5 yearly; the trustees consist of the vicar and churchwardens and six ratepayers elected by the vestry. Robert Furley esq. of Ashford, who died in 1887, bequeathed £4 yearly, to be given on 2 Jan. to the occupants of the Almshouses. John Edward Munn esq. of Ashford, who died in 1893, gave the residue of his estate, now amounting in Consuls to £1,141 17s. 11d. for the same purpose. In 1897 the townspeople contributed a sum of £312 17s. in commemoration of the Queen’s Diamond Jubilee; this has been invested in India Stock, and the interest is to be applied to the maintenance of the almshouses.

Thomas Glover, Somerset herald and a laborious antiquary, was born in Ashford, 1543, and died 14 April, 1588; John Wallis D.D., F.R.S, the celebrated mathemathician, born 23 Nov. 1616, was also a native of this place, and died at Oxford, 28 Oct. 1703. The family of Osborne, Dukes of Leeds, were also of this town, which confers the title of baron on the family of Keppel, Earls of Albemarle.

George Elwick Jemmett esq. of Tonbridge, and William Francis Bond Jemmett esq. of Ashford, are lords of the manor of Ashford.

The principal landowners are Lord Hothfield, the trustees of Lord Gerard (a minor), and Col. John Leslie Toke, of Great Chart.

The area is 2,835 acres of land and 15 of water; rateable value, £63,233; the population in 1861 was. 6,950; in 1871, 8,458, in 1891, 10,728, and in 1901, 12,808; viz.: Central Ward, 5,489; North Ward, 2,873 and Southward 4,446.

Henwood and East Stour, half a mile north-east , Beaver, 1 mile south and Barrow Hill on the north adjoin the town; Millbank is 1 ½ miles south; Ripton is half a mile west; Sparrows Hall, half a mile north-west, and Bybrook, half a mile north on the road from Ashford to Canterbury.

The Railway Mechanics’ Institute here has a library exceeding 2,600 volumes; classes for instruction in machine construction and drawing, arithmetic, French and shorthand are held here.

EAST ASHFORD UNION

The Union of East Ashford comprises the following parishes, viz.:-Aldington, Bilsdngton, Bircholt, Bennington, Boughton-Aluph, Brabourne, Brook, Challock, Chilham, Crundale, Eastwell, Godmersham, Hastingleigh, Hinxhill, Hurst, Kenningtan, Mersham, Molash or Moldash, Orlestone, Ruckinge, Sevington, Smeeth Warehorne, Willesborough & Wye. The population of the union in 1901 was 13,112; area, 54,800; rateable value in 1902, £86,100.

Workhouse, Willesborough, a structure of brick, erected in 1837, to hold 350 inmates, with administrative block & chapel, built in 1898.

WEST ASHFORD UNION

Board day, every alternate Wednesday, at the Workhouse at Westwell, at 12 o’clock.

The union comprises the following parishes:-Ashford, Bethersden, Charing, Egerton, Great Chart, Hothfield, Kingsnorth Little Chart, Pluckley-cum-Pevington, Shadoxhurst, Smarden & Westwell. The population of the union in 1901 was 20,559; area, 42,340 acres; rateable value in 1902, £128,756.

The Workhouse, Westwell, renovated in 1902 at a cost of £5,000, is a structure of brick, available for 240 inmates & containing an infirmary for 60 patients & a school for 33 children.

SCHOOLS

Ashford Grammar School was partly built in 1635 by Sir Norton Knatchbull kt. & afterwards completed & endowed by Sir Norton Knatchbull kt. & bart. & his nephew & heir & Sir Thomas Knatchbull bart. with a salary to the master of £30 yearly, issuing & payable out of two pieces of marsh land in the parish of New-church: the old school premises were sold in 1875 & out of the proceeds of the sale, together with subscriptions, amounting in all to £4,000, the present school has been erected, a little distance from the town on the Hythe road, for 50 day boys & 50 boarders: the school has the Burra Entrance Scholarship, affording free education for 2 years, & an Entrance Scholarship for boarders only of £10 a year for a years: according to a scheme framed by the Endowed School Commissioners in 1879, the school is managed by a body of 13 governors, of which Sir Wyndham Knatchbull bart. is chairman; headmaster, Benjamin Snell M.A. of Trinity College, Cambridge; clerk to the governors, Horace Hamilton.
