Historical Description

Chartham, a village upon the river Stour, about four miles southwest of Canterbury, as some persons were sinking a well, in the year 1668, they found, at the depth of about nineteen feet, a parcel of petrified bones, of an uncommon size and figure, among which were four perfect teeth, almost as large as a man's fist. Some believed them to be the bones of a marine animal, which had perished there, upon a supposition that the long vale, of twenty miles or more, through which the river Stour runs, was formerly an arm of the sea. Some were of opinion that they were the horns of an elephant, as many of those animals are said to have been brought over into, Britain by the Emperor Claudius, who lauded near Sandwich, and might probably come this way on his march to the Thames. The shape and size of these teeth are thought to agree with those of an elephant, and the depth at which they were found is accounted for by the continual washing down of the earth from the hills.

CHARTHAM is a parish and village, near the road from Canterbury to Ashford, on the river Stour, amid a fertile vale and pastures, with a station on the Ashford and Ramsgate branch of the South Eastern and Chatham railway, 3 ½ miles south-west from Canterbury, 11 north-east from Ashford and 67 miles from London by rail and 56 by road, in the Eastern division of the county, lathes of St. Augustine and Scray, Felborough and Westgate hundreds, Bridge union, Canterbury county court district, petty sessional division of Horne, rural deanery of West Bridge and archdeaconry and diocese of Canterbury. Chartham is built round a green, with the parsonage and church on the south side. The church of St. Mary is of flint, stone and brick, chiefly in the Early Decorated style, and has a tower of Perpendicular date, containing a clock and 6 bells: the chancel windows retain much of the original stained glass, and there are numerous brasses, including one to Sir Robert de Septvans, 1306, remarkable as being one of the earliest known examples: there are 300 sittings. The register dates from the year 1558. The living is a rectory, with the chapelry of Horton annexed, net yearly value £300, with residence and 30 acres of glebe, in the gift of the Archbishop of Canterbury, and held since 1873 by the Rev. Cyril Randolph M.A. of Christ Church, Oxford, and rural dean of West Bridge. There is a Wesleyan chapel here, and two Primitive Methodist chapels. A cemetery of 2 acres was laid out in 1899 and a burial board of 11 members formed. The paper manufactory of W. Howard and Son, on the Stour, in this parish, gives employment to nearly 200 hands. On Chartham Downs were formerly a considerable number of barrows, now ploughed up, in which at various times have been found Tinman remains, pottery and trinkets, mostly of the Anglo-Saxon period, and on the contiguous Swarding Downs are three lines of entrenchments. The East Kent Lunatic Asylum was erected in 1875 on Chartham Downs at a cost of £250,000, and covers with its grounds an area of 70 acres: the buildings have been extended and will now hold 500 men and 600 women. Mystole is the residence of Mrs. Pomfret. The Dean and Chapter of Canterbury are lords of the manor. George Bowdler Gipps esq. J.P. of Prince Edward Mansions, Palace Court, London W. John Darell-Blount esq. of Mapledurham, Oxon, the trustees of the late William Pomfret Pomfret esq. (d. 1902) and William Henry Arnold esq. are the largest landowners. The soil is light loam; subsoil, chalk. The chief crops are wheat, barley, oats and hops. The area is 4,552 acres of land and 17 of water; assessable value, £15,435; the population in 1901 was 2,869, including 155 officers and 1,021 inmates in the East Kent Lunatic Asylum.

Denstead is 2 miles north in Blean Forest, as is Petty France; Howfieid adjoins Milton; Nichhill is 1 mile north-west; Mystole, a mile and a half south-west; Underdown, 1 mile south; Thruxted, 1 mile south.

A School Board of 5 members was formed 31 March, 1874; Frederick Spencer Cloke, Bowling street, Sandwich, clerk to the board; George Carr, attendance officer.
