Historical Description

Herne Bay, situated on a point of the coast nearly equidistant between Whitstable and Reculve, has latterly obtained some notice as a place of fashionable resort for bathing. The water is pure in this vicinity, and the sea-prospects extremely pleasing. The buildings are greatly increasing in number, and au air of tranquillity still prevails which many will prefer to the tumultuous gaiety of more celebrated bathing-places. In the channel, not far distant from Herne-Bay, is a rock much dreaded by navigators, but of great celebrity among antiquaries, on account of the numerous fragments of Roman earthenware which are here found by the oyster-dredgers. It is supposed that these relics are the vestiges of a cargo of pottery, wrecked here whilst the Romans maintained domination in Britain. From the frequency of such discoveries, the rock is usually termed the Pan-Rock.

HERNE is a parish on the road from Herne Bay to Canterbury, 2 miles south from Herne Bay station on the Margate and Ramsgate branch of the South Eastern and Chatham railway, 4 north from Sturry station on the Ashford and Margate section of the same line of railway, 8 north-east from Canterbury and 61 by road from London, in the Eastern division of the county, lathe of St. Augustine, hundred of Bleangate, Home petty sessional division, Blean union, county court district of Canterbury and in the rural deanery of Westbere and archdeaconry of Canterbury. Herne street, or town, stands nearly in the centre of the parish, which for civil purposes includes Heme Bay. The church of St. Martin is chiefly of flint, in the Perpendicular and later styles, and has a tower containing 6 bells: the church contains a monument to Nicholas Ridley, some time vicar here and afterwards Bishop of Winchester (1547—50) and of London (1550-3), burnt at Oxford, 16 Oct. 1555, and there are several brasses of the 15th century; the church affords 1,000 sittings, all of which are free, but some are appropriated. The register dates from the year 1553. The living is a vicarage, net yearly value £272, with residence, in the gift of the Archbishop of Canterbury, and held since 1866 by the Rev. James Robert Buchanan, Theol. Assoc. K.C.L. The Wesleyan chapel here was built in 1887, and there is a Congregational chapel at Broomfield. The cemetery, opened in 1880, consists of three acres with one mortuary chapel, and is under the control of a burial board of 9 members. The charities, amounting to £26 yearly, derived from 33 acres of land, left in 1778 by various persons, have been entirely remodelled. Archbishop Islip, in the 25th of Edward III. (1351—2), obtained a grant of a weekly market (now obsolete), and a fair to be held on the feast of St. Martin and the day following. The workhouse of Blean union, on Herne common, erected in 1836, is a square edifice of brick available for 298 inmates; in 1875 a hospital was built with beds for 60 patients and a smaller hospital for infectious cases. Strode Park is the residence of Charles William Prescott-Westcar J.P.; the park covers 223 acres. Earl Sondes and the Ecclesiastical Commissioners are the lords of the manor. The principal landowners are Earl Sondes. C. W. Prescott-Westcar esq. G. C. A. Dering and William and J. J. Wacher esqrs. and J. K. Pembrook esq. The soil is marl; subsoil, gravel, clay and sand. The chief crops are wheat and barley and some land in pasture. The area is 4,032 acres of land, 1 of water and 148 of foreshore; rateable value, £13,183; the population in 1901 was 1,716, including 17 officers and 146 inmates in Blean union workhouse.

Under the provisions of the “Local Government Act, 1894” Herne Bay has been formed into a civil parish from Heme.

The Convalescent Home at Beltinge, erected in 1898, is of fine red brick, with freestone dressings, and will hold 50 patients from friendly societies, in connection with the Passmore Edwards fund. The building stands in 7 ½ acres of ground. A Convalescent Home for Railwaymen, also at Beltinge, was built in 1900 and opened in 1901. The building, erected mainly at the expense of Mr. Passmore Edwards, at a cost of about £12,000, is in the Queen Anne style, and stands in about four acres of ground, and will hold 100 patients.

A School Board of 5 members was formed 22 July, 1881; extended to 9 members in 1885, & now includes Heme Bay; Egerton Collard, Herne Bay, clerk to the board.

National School (mixed), erected in 1866, enlarged in 1889 for 170 children; average attendance, 170.
