Historical Description

HOUGHAM WITHOUT is a parish, extending to the sea shore and adjoining Dover, and comprises that part of the old parish of Hougham beyond the municipal area of Dover and constituted a separate parish under the provisions of the “Local Government Act, 1894” (56 & 57 Vict. c. 73), by Local Government Board Order, No. 31,658, dated 30th September, 1894, in the Eastern division of the county, hundred of Bewsborough, lathe of St. Augustine, Wingham petty sessional division, Dover union and county court district, rural deanery of Dover and archdeaconry and diocese of Canterbury. The church of St. Lawrence is of rough flints, with some admixture of stone, in the Early English style, and has a tower with spire containing 3 bells: some of the windows are stained: the church was enlarged and restored in 1884 and has 250 sittings. The register dates from the year 1659; but an earlier register dating from 1603 is preserved in the Diocesan Registry at Canterbury. The living is a vicarage, net yearly value £223, with ¾ acre of glebe and residence, in the gift of the Archbishop of Canterbury, and held since 1880 by the Rev. Edward Redman Orger M.A. of Pembroke College, Oxford, hon. fellow and late sub-warden of St. Augustine’s College, Canterbury. The ecclesiastical parish of Christ Church, within the town of Dover, was formed out of this parish in 1844. On the foreshore, within the boundaries of this parish and to the west of the famous Shakespeare Cliff, the preliminary works for the proposed Channel Tunnel were for some time carried on by the South Eastern Railway Company; a siding is laid into the works from the adjacent line of railway; since the suspension of the works coal has been bored for by the Consolidated Kent Collieries Corporation Limited, and found at a depth of over 1,000 feet, and there are now (1902) three shafts, respectively 520, 1,100 and 620 feet deep. The Abbott’s Cliff tunnel through the chalk, over one mile in length belongs to the South Eastern and Chatham railway. On the western heights in this parish are the Citadel, the Shaft, and the South Front Barracks, belonging to the Dover garrison, as well as the Royal Military Hospital. Abbott’s Cliff House is the residence of John Morris esq. The principal landowners are the Ecclesiastical Commissioners, Major Robert Bartholomew Lawes of Old Park, Dover, who is lord of the manor, and John Morris esq. The soil is in parts clay; subsoil, chalky. The chief crops are roots and corn. The area is 2,267 acres of land, 2 of water and 102 of foreshore; rateable value, £3,616; the population in 1901 was 488.

HOUGHAM, a village, a parish, and a sub-district, in Dover district, Kent. The village stands near the Southeastern railway, 1 mile from the coast, and 2 ½ W SW of Dover. The parish contains also the hamlets of Hougham-Court and West Hougham, and the western outskirts of the town of Dover; and is partly within Dover borough. Post town, Dover. Acres, 3,275; of which 280 are water. Real property, exclusive of the part within Dover borough, £3,700. Pop. of the whole, in 1851, 2,639; in 1861, 3,372. Houses, 389. The increase of pop. was caused by building operations of a Freehold Land Society, and by the opening of three new brickfields. Pop. of the part within Dover borough, in 1861, 2,800. Houses, 285. The Heights barracks, the Citadel Engineers' barracks, the Western Heights hospital, the Drop redoubt, the Married Soldiers' quarters, and the Kent Artillery Militia stores are here; and, at the census of 1861, they aggregately had 1,263 inmates. The property is much subdivided. The chapelry of Christ Church, or of Hougham-in-Dover, is within the parish; was constituted in 1844; and contained 1,803 of the pop. in 1861. The parochial living is a vicarage, and that of Christ Church is a p. curacy, in the diocese of Canterbury. Value of the former, £185; of the latter, not reported. Patron of the former, the Archbishop of Canterbury; of the latter, Trustees. The parochial church is early English, and has been partially restored and enlarged. The church of Christ Church is good. The sub-district contains twelve parishes and an extra-parochial tract. Acres, 19,821. Pop., 8,242. Houses, 1,301.
