Civil & Ecclesiastical Jurisdiction
Historical Description
The town of New Romney is situated upon the English Channel, about five miles north of Dengeness, and two miles towards the southeast, from Old Ronntey. The greatest part of the town is within the liberty of the cinque ports, and of the corporation of the town and port of New Romney; another part is within the level of Romney Marsh, and the liberty and jurisdiction of the justices of it; and the remainder is within the level of Walland Marsh, and the jurisdiction of the justices of the county.
New Romney was first incorporated by king Edward III.; and lastly by letters patent granted by Queen Elizabeth, 1562, by the style of the mayor, jurats, and commonalty of the town and port of New Romney : and the corporation at present consists of a mayor, ten jurats (the mayor being one) and fifteen commoners, or freemen, together with a chamberlain, recorder, and town-clerk.
This town, as one of the cinque ports, has the privilege of returning members to parliament; the right of election being in the mayor, jurats, and freemen, in all twenty-five.
New Romney appears to have been a place of considerable consequence at the time of making the Domesday Survey. It then contained one hundred and fifty six burgesses; in the reign of Edward I. when it became desolated by a dreadful tempest, which completely destroyed the haven, and altered the course of the river Rother, it is said to have been divided into twelve wards, and to have had five parish churches, a priory, and an hospital for the sick. Leland, who wrote in the reign of Henry VIII., says, "Rumeney is one of the V portes and hath been a netely good haven, ynsomuch that within remembrance of men, shyppes have cum hard up to the towne, and cast ancres yn one of the church yards. The se is now two miles from the town, so sore thereby now decayed that wher ther were iii great paroches and chirches sumlyme, is now scant one wel maynteined." The only church now remaining is very large and handsome, consisting of a nave, aisles, and chancel, with a square tower at the west end. The church is ancient, the pillars between the aisles being very large, with circular arches and Saxon, or Norman ornaments. The tower at the west end has several ranges of small circular arches on the sides; and at the bottom is a circular arch over a doorway with zigzag ornaments : throughout the church and chancels there are numerous monuments and memorials, but none of any great antiquity.
There was anciently a priory in New Romney, which was a cell to the foreign abbey of Pontiniac. There are but very small remains of the conventual buildings left.
An Hospital for lepers was founded here in the reign of Henry II. by Adam de Cherryng. Part of the building is still standing, at the east end of the town.
An Hospital and schoolhouse, situate in St. Nicholas parish, was founded and endowed by John Southland, in 1610, for the education of two poor children, and the maintenance of a schoolmaster, and "two couple of poor folk." The market is held on Saturdays, and there is a fair on the 21st of August.
NEW ROMNEY is a Cinque Port, small town, parish, municipal borough and the head of a county court district, and is the terminus of a branch line from Lydd, on the Appledore, Lydd & Dungeness section of the South Eastern railway, 14 miles south-east from Ashford, 5 north from Dungeness, 14 south-west from Folkestone, 26 south from Canterbury and 72 from London, in the Southern division of the county, lathe of Shepway, Romney Marsh union and in the rural deanery of South Lympne and archdeaconry of Canterbury. Romney was formerly a seaport, but the sea has gradually receded from it and is now about a mile distant: it appears at one time to have been a place of considerable importance and extent, since it contained, at the period of the Domesday Survey, five parish churches, a hospital, 12 wards and 156 burgesses: as one of the Cinque Ports, it continued to send two members, styled “Barons,” to Parliament from 1366 until the passing of the Reform Act, 1832, 2 and 3 Wm. IV. c. 45, when it was disfranchised. The town was first incorporated by Edward III. under the style of “The Barons of the Town and Port of Romney,” but a new charter was granted by Queen Elizabeth in the fifth year of her reign (1562-3) reconstituting the municipal body as “The Mayor, Jurats and Commonalty of the Town and Port of New Romney:” and in 1885 the town received a fresh charter of incorporation and is now governed under the provisions of the Municipal Corporations Act, 1882, 45 and 46 Vict, c. 50, and of the Act 46 and 47 Vic. c. 18, s. 7 (June 30, 1885), the Corporation consisting of a mayor, four aldermen and 12 councillors. The most important records of the Cinque Porta, including the original charter of Charles II. are preserved at the Guildhall, New Romney. The estimated value of lands held by and belonging to the Corporation is about £350 yearly. Gas works were erected in 1854 on a site presented by the Corporation and the town was first lighted with gas in the same year, but new works were built in 1886 near the railway station. Water is obtained from a parish pump and private pumps.
By an Order of the County Council, under the provisions of the “Local Government Act, 1894” (56 and 57 Vict. c. 73), that portion of the parish of New Romney outside the municipal area has been formed into the civil parish of St. Martin.
The church of St. Nicholas is an ancient edifice of stone, and has a western tower, containing a clock and 8 bells: there are brasses with effigies and several stained windows; the church was partially restored in 1884 at a cost of about £700, and has 400 sittings. The register dates from the year 1662. The living is a vicarage, united to the rectory of Hope All Saints, joint net yearly value £250, with 27 acres of glebe, in the alternate gift of the present vicar and the Lord Chancellor, and held since 1876 by the Rev. Richard Muspratt South M.A. of Trinity College, Oxford. There are Wesleyan and Baptist chapels, and a meeting hall for Christadelphians. The Guildhall is used for municipal purposes and the sittings of the county court, and there are assembly rooms. The New Inn hotel is an interesting old house, well appointed, and the oldest established hotel in New Romney. A large stock fair is held on the 21st of August, principally for sheep and lambs. The Romney Marsh Rural District Isolation Hospital, a small iron building, was erected in 1893. Southland’s Hospital was founded in 1610, for the maintenance of a governor and four poor folk, by John Southland esq. of New Romney, who left lands for its support, together with a house for the governor and four almshouses, and an annual benefaction of £5 to the poor folk and £5 to repair the church, and he also provided for the education of two poor boys: the appointment of governor of the hospital was formerly vested in the bailiff of Romney Marsh, but an ad interim scheme for the government of this charity was issued by the Charity Commissioners in Dec. 1899, by which the government was transferred to a body of 9 trustees, appointed by the lords of the level, the council of the borough of New Romney and the Kent County Council. Thomas Baker, of New Romney, also left, in 1728, 23 acres of land, which produce about £51 yearly, to the inmates of the above four almshouses, and this is administered by the trustees of Southland’s Charity.
The principal landowners are Henry T. Tubbs esq. of Littlestone-on-Sea and Richd. Rothwell Daglish esq. J.P.
The land is mostly in pasture, being within the rich grazing district of Romney Marsh, but very considerable quantities of turnip seed, both common and swede, are grown here. The area of the parish and municipal borough is 1,314 acres of land, 37 of water and 223 of foreshore; rateable value, £5,779; the population in 1901 was 1,328, including 7 officers and 64 inmates in Romney Marsh workhouse.
St. Martins is a parish formed under the “local Government Act, 1897,” consisting of those portions of New Romney which are outside the borough.
LITTLESTONE-ON-SEA is an estate on the sea front, one mile from the town, and in 1886 was laid out for building purposes, so as in time to form a marine town; two large hotels, erected by the Littlestone Hotel Co. Limited, were opened in 1891; a fine stretch of sandy beach extends for some miles along the shore in either direction, and a drive extends for about 1 mile along the sea front.
The Littlestone Golf Links, enlarged in 1898 and 1900, are 3 ¾ miles in extent.
The Public Hall, the property of Mr. R. W. Perks M.P. is a structure of red brick, built in 1891, and will seat about 300 persons, and is used during the season for concerts, meetings &c.
In 1897 a granite drinking fountain was erected, at a cost of about £120, to commemorate the Jubilee of Her late Majesty Queen Victoria.
The Convalescent Home for Women and Girls, with a wing for mothers and infants, was erected here in 1902, at a cost of over £5,000. It contains 44 beds and 4 cots.
The area of St. Martins is 1,282 acres of land and 4 of water; rateable value, £1,327; the population in 1901 was 48.
Romney Marsh is an ancient liberty, governed by a separate Corporation consisting of a bailiff, jurats and commonalty. The lords, bailiff and jurats of the level of Romney Marsh are the drainage authorities and have the care of the sea wall, and their jurisdiction extends roughly from Hythe to the Romney and Appledore road, and is bounded landward by the Royal Military canal.

The area of the union is 43,771 acres; rateable value in 1902 was £48,698; the population in 1901 was 6,566.
The Workhouse, formerly a private residence, was utilized for its present purposes about 1835; it will hold 100 inmates.
