Historical Description
SANDGATE is a town and bathing place and parish, at the foot of an extensive range of hills facing the French coast, of which under favourable conditions, it commands a clear view, and has a terminal station (near Seabrook) on a branch line of the South Eastern and Chatham railway from Sandling Junction. Sandgate is about a mile and a half west from Folkestone, 15 south-east from Ashford, 17 south from Canterbury, 8 ½ south-west from Dover and 69 from London, in the Eastern division of the county, lathe of Shepway, hundred of Folkestone, Folkestone petty sessional division and county court district, Elham union, rural deanery of Elham and archdeaconry of Canterbury, and was governed by a Local Board of Health formed in 1850, until the establishment of the Urban District Council of nine members, tinder the provisions of the “Local Government Act, 1894” (56 and 57 Vict. c. 73).
In pursuance of the “Local Government Act, 1894” (56 and 57 Vict. c. 73), by an Order of the County Council, which came into operation Nov. 20, 1894, the Urban District comprises the civil parishes of Sandgate and Folkestone-next-Sandgate.
An efficient system of drainage has been carried out and an abundant supply of water furnished from the Honywood springs; the town is lighted with gas by the Folkestone and Hythe Gas Companies; the ecclesiastical parish was formed January 31, 1854, from the civil parishes of Cheriton and Folkestone; between the town and Seabrook the sea wall forms a pleasant promenade.
The church of St. Paul, built about 1830, is of brick with facings of Kentish ragstone, in a debased style of Gothic, and has a turret containing one bell: in 1876 it was reseated, both aisles new roofed and two memorial windows inserted, and in 1889 it was restored: there are 750 sittings, about half being free. The register dates from the year 1854. The living is a vicarage, net yearly value, derived from pew rents, £170, with residence, in the gift of the vicar of Folkestone, and held since 1894 by the Rev. Edward Venn Eustace Bryan M.A. of Charsley’s Hall, Oxford. Here is an iron Congregational chapel erected in 1882, with 250 sittings, and a Wesleyan chapel erected in 1900. The Volunteer Fire Brigade was established October, 1882; the station at 51 High street was opened in 1884. A Masonic Lodge (Castle 1,436) is held here. The No. 5 Company of the 1st Cinque Ports Royal Garrison Artillery (Volunteers), occupy the old National schools, erected in 1845 from designs by Mr. E. Gotto: the building comprises an excellent drill room, armoury, gun shed and dwelling rooms for the instructor. Here is a coastguard station. The lifeboat presented in 1875 to the borough of Hythe by the late Countess of Rosebery in memory of her father has been removed to Hythe; a drinking fountain with cattle trough was presented in 1877 by the late Lieut.-Col. William Wheatley J.P. of Endcliffe House, Sandgate. The Gough coffee tavern, now called “The Soldiers' Home,” in High street, was opened in 1881, the foundation stone having been laid by the late John B. Gough, the celebrated temperance orator, and a native of Sandgate, on Whit Monday, 1879. The Papillon Home for Soldiers, in High street, was established in 1858. The “James Morris Dwellings” were erected in 1875 for the poor by James Morris esq. The local charities are very numerous, but are supported entirely from voluntary subscriptions and vary considerably from year to year. Here is a dispensary, established in 1844 and supported by voluntary contributions, to which is attached a district nurse. Here are several convalescent homes, one of the most important being that originally known as “Beach Bocks,” opened 25 June, 1892, and now the “Alfred Bevan Memorial,” of which H.M. the King is patron. The buildings, standing close to the sea, were erected at a cost of about £23,000, and are in a picturesque gabled style; they consist of a central block, with advanced wings enclosing a garden, and have a verandah with balcony surrounding the entire lower floor. Sandgate Castle, built by Henry VIII. in 1539, was visited by Queen Elizabeth in August, 1573; in 1806 the castle underwent considerable alterations in order to render it serviceable in case of invasion; these changes, however, entirely destroyed all traces of its original form, and it is now little more than a Martello Tower; it is open during the season to visitors at a small charge.
SHORNCLIFFE, in this parish, is one of the most important military stations in the kingdom; the camp, permanently re-established in 1854 on an elevated and extensive plateau above the town, overlooking the sea, forms three sides of a square and is arranged for several thousand troops: there are detached blocks of modern brick buildings, including officers' quarters and messes, married men’s quarters, schools, Church of England place of worship, and Catholic chapels erected in 1894 and dedicated to the Holy Name, libraries, recreation rooms, besides Church institute and hospital.
The area of the civil parish is 273 acres; rateable value, £13,035; the population in 1901 was 2,023, inclusive of the officers and soldiers in Shorncliffe. The remainder of the troops of the camp is given with Cheriton, which total 31 officers and 3,309 men.
The area of Urban District is 430 acres; rateable value, £15,618; the population in 1901, 2,294, viz.:-Sandgate, 2,023; Folkestone-next-Sandgate, 271.
