Historical Description

Walmer is a well-built and respectable village, finely situated. This place is chiefly celebrated for its fortified structure, termed Walmer Castle, which stands close to the seashore, and commands a beautiful view of the Downs and the coast of France. The Castle is one of the fortresses erected for the defence of the coast by King Henry VIII., and is appropriated to the Lord Warden of the Cinque Ports, for whose residence the principal apartments were newly fitted up a few years ago. The moat by which this building is partly surrounded is now converted into a garden; and the whole arrangements of the place are well calculated for the temporary accommodation of its noble official occupant. The office of Lord Warden is at present vested in the Earl of Liverpool, and his lordship frequently visits this desirable castellated abode.

WALMER is a parish, forming a populous suburb to the town of Deal, with a station on the South Eastern and Chatham joint branch railway from Deal to Dover: it consists of two parts, Upper and Lower Walmer, and is in the Eastern division of the county, lathe of St. Augustine, petty sessional division of Wingham, union of Eastry, Deal county court district, rural deanery of Sandwich and archdeaconry and diocese of Canterbury: it is a member of the Cinque Port of Sandwich and with Ringwould (a member of the Cinque Port of Dover), constitutes the Deal division of the liberties of the Cinque Ports and is under the jurisdiction of Cinque Port justices, who hold their sessions at Deal. A Local Board of 18 members was formed May 27Th 1865, but this has been superseded under the “Local Government Act, 1894” (56 & 57 Vict. c. 73), by an Urban District Council. The district is divided into Upper and Lower Wards.

By Local Government Board Order No. 41,388, which came into operation Oct. 1st, 1901, part of the civil parish of Great Mongeham was transferred to the civil parish and Urban District of Walmer, and is included in the Upper Walmer Ward.

The town is lighted with gas by the Deal Gas Company and supplied with water from works at Upper Deal, established in 1840, now the property of the Deal and Walmer Joint Water Board, who purchased the works in Dec. 1897; water is pumped from the chalk into covered reservoirs, containing 850,000 gallons. The old parish church of St. Mary, which retains some interesting Norman features, is now closed except for funerals. The new church of St. Mary, erected in 1887—8, is of Kentish rag and Bath stone, in the Early English (Lancet) style, and consists of chancel, nave, transepts, aisles and a western tower, added in 1893, and containing a clock and 8 bells: the east and west windows and some others are stained: there are 600 sittings. The register of baptisms and marriages dates from the year 1561, and burials from 1560, and there is also preserved here a copy of the “Solemn League and Covenant for the Reformation and Defence of Religion,” signed, in 1643, by the nobles, knights, gentlemen and citizens of the United Kingdom. The living is a vicarage, net yearly value £390, with residence and 10 acres of glebe let for £13, in the gift of the Archbishop of Canterbury, and held since 1893 by the Rev. Henry Venn M.A. of Caius College, Cambridge, and Hon. Canon of Canterbury. St. Saviour’s chapel of ease, near the barracks, was founded August 15Th 1848, and consecrated July 2nd, 1849, and has a turret and one bell: the east window is stained, and there are sittings for 450 persons, 150 being free. A church serving also as a school was erected in 1858, for the use of the marines; the Rev. George Henry Marwood M.A. of St. John’s College, Cambridge and R. N. who is chaplain to the Depot, has been chaplain since 1900. The Catholic convent of the Visitation is surrounded by extensive grounds, and includes a school for young ladies of the upper class: attached to the convent is a church, erected in 1881, in the Gothic style, from designs by Pugin and Pugin, and dedicated to the Sacred Heart of Jesus: it consists of chancel, nave, baptistery, and a tower added in 1897: the High Altar is of sculptured stone and marble, and there are several stained windows: the Hon. and Right Rev. Mgr. Ladislas Daniewski is the chaplain. Opposite is a boarding school for young gentlemen, conducted by the Oblate Fathers of St. Francis of Sales, with a chapel for the inmates only. The Local Charities include the interest of £50 £2 ¾ per cent. Consols, which is distributed to the poor in coals. The Harriett-Cooke almshouses in Dover road. Upper Walmer, founded in 1886 by John Matthews esq. in memory of Miss Harriett-Cooke are intended for the reception of aged or infirm married couples or unmarried men and women or widows, not being less than 60 years of age. The Royal Marine infirmary, an extensive building, erected in 1795, was for many years occupied as a coastguard station, but during the Crimean war it reverted to its original use and its wards were fitted up with beds for the sick and wounded of the Baltic fleet as a reserve hospital; in 1898—9 it was enlarged and re-appropriated as barracks: a new infirmary for 105 patients was opened in 1900. The North and South Barracks and the building formerly the Cavalry Barracks, cover, with adjacent grounds, an area of 22 acres and are available for 1,200 infantry; the barracks contain a good library and a gymnasium; there is also an attached swimming bath and a theatre. The Walmer Lawn Tennis and Subscription grounds, near the beach, are three acres in extent and completely sheltered by shrubberies. The premises of the Deal and Walmer Union Club are on the beach near Deal Castle. Walmer Castle is the official residence of the Marquess of Salisbury K.G., P.C. as Lord Warden of the Cinque Ports from 1895; the fortress is similar to that of Deal and was built in 1540. In November, 1842, Her Majesty the late Queen Victoria honoured Walmer Castle with a visit and remained twenty-three days, and F. M. the great Duke of Wellington died here Sept. 14Th 1852. Frederick Wingfield Leith esq. is lord of the manor and principal landowner. The area is 880 acres of land and 27 of foreshore; rateable value, £22,088; the population in 1901 was 5,014, including 1,682 in the Royal Marine Barracks.

The population of the Wards in 1901 was-Lower, 4,283, and Upper, 1,331.

UPPER WALMER is pleasantly seated on rising ground 2 miles south from Deal, overlooking the town and the Downs and contains many handsome residences.

The extensive brewery and malting houses of Messrs. Thompson and Son Lim. employ a large number of hands.
