Civil & Ecclesiastical Jurisdiction
Historical Description
Whitstable is a populous and thriving village. The inhabitants are chiefly engaged in the extensive oysler-fishery carried on at this place, and in other maritime avocations. Near the seashore are some large copperas works, which add in an important degree to the commerce of the neighbourhood, but are somewhat injurious to its beauty.
WHITSTABLE is a seaport and watering place on the bay of that name, 6 miles north from Canterbury, 6 ½ north-east from Faversham and 59 from London by the South Eastern and Chatham railway, which has a station here; the same Company has a branch to the town from their main line at Canterbury; it is in the Eastern division of the county, lathe of St. Augustine, Bleangate, Westgate and Whitstable hundreds, Horne petty sessional division, Blean union, Canterbury county court district and in the rural deanery of Westbere and archdeaconry of Canterbury. Whitstable and Seasalter include what was formerly known as the “Borough of Harwich,” but its boundary is said to be now unrecognizable. Whitstable is remarkable for its oyster fishery, the produce of which is highly esteemed; besides the natives grown here, spat from other districts is laid in these beds to mature; the fishery was formerly under the control and management of the incorporated Company of Dredgers, but under the provisions of a special Act of Parliament, obtained in July, 1896, it is now managed by the Whitstable Oyster Fishery Company; a fleet of smacks is employed in carrying oysters and in dredging. The trade of the town, arising both from its fishery and cool trade, is considerable, and it has a good harbour, the property of the South Eastern and Chatham railway company; the town is lighted with gas by a company formed in 1850, and supplied with water from works at Borstal hill, the property of a company formed in 1877; the reservoir has a capacity of 180,000 gallons; the water is obtained from artesian wells of 370 feet boring. Under the provisions of the “Local Government Act, 1894” (56 & 57 Vict. c. 73), an Urban District Council of 12 members was formed on 29 December in that year.
Under the provisions of the same Local Government Board Order, No. 31,823, Whitstable Urban civil parish was formed from parts of Seasalter and Whitstable and the remaining parts formed into the civil parish of Whitstable-cum-Seasaltar.
The church of All Saints, in the hamlet of Church Street, is a building in the Decorated and Perpendicular styles, and has a tower containing 6 bells; there are two brasses; the stained east window is a memorial to the late Wynn Ellis esq. who gave a piece of land as an addition to the churchyard in the year 1875: the church has been restored at a cost of £4,000, and now affords 450 sittings. The register dates from the year 1556. The living is a vicarage, net yearly value £290, including 20 acres of glebe, with residence, in the gift of the Archbishop of Canterbury, and held since 1898 by the Rev. Arthur Thompson Theodosius L.Th of Hatfield Hall, Durham. The district church of St. Peter, Sydenham street, consists at present only of a temporary iron hall and a permanent chancel, designed by Mr. George Fellowes Prynne F.R.I.B.A, and consecrated 14 July, 1902, by Bishop Montgomery, acting for the Bishop of Dover. The church seats between 300 and 400 persons, and is in the charge of the vicar of Whitstable. The Wesleyan chapel here has sittings for 550 persons; and there is a Congregational chapel, erected in 1808, seating 500; Baptist, built in 1869, with 350 sittings, and a Primitive Methodist chapel seating 320. The cemetery, about half a mile south of the town, consists of 7 acres, with two mortuary chapels, and is under the control of a joint burial committee. The Whitstable institute, for the promotion of literature, science and art, was established in 1864; in 1885 a museum containing a small but carefully arranged collection of specimens, illustrative of zoology, botany, geology and archaeology, was added, and a marine aquarium formed; the circulating library in connection with the institute consists of about 2,000 volumes; the reading room is supplied with daily and weekly papers &c. Visitors to the town are admitted on payment of one penny. Certain parochial charities of ancient foundation are administered by a body of trustees under a scheme in Chancery, and are principally devoted to the maintenance of the parish church and elementary schools. Before the depreciation in the value of land the charities of the parish amounted to over £400 yearly. In 1840 Thomas Foord esq. of Canterbury, left £300 in Consols for the education of poor children. The almshouses, erected in 1873 and endowed by the late Wynn Ellis esq. in memory of his wife, consist of six dwellings, occupied by eight single women and four married couples, each single inmate receiving four shillings weekly, and each married couple five shillings weekly and £2 in coals yearly; each occupant or pair of occupants of a house pays one penny weekly to the owner of Tankerton as rent, and undertakes to give up possession on receiving one weeks notice. In dredging for oysters round the Pudding Pan sand much Roman pottery of the so-called Samian ware, has been from time to time brought up; this ware probably formed the cargo of vessels from Italy bringing merchandise for the use of the Roman colony in Britain, but which were wrecked near the coast, as no traces of Roman occupation have been met with on this spot. Charles E. Newton-Robinson esq. is lord of the manor of Whitstable. Thomas Henry Pearce esq. of Tamworth Messrs. Payn, Trapps & Co. and Alderman Martin, of London, and the Tankerton Estate Limited are the chief landowners. The area of Whitstable Urban parish is 789 acres of land, 1 of water and 513 of foreshore; rateable value, £28,505; the population in 1901 was 7,086.
TANKERTON, on a bay of that name, is a modern watering place adjoining Whitstable on the east, with a sea frontage nearly a mile in length and is being developed by a company incorporated as “The Tankerton Estate Limited,” with a capital of £25,000: this formed part of the estate of Tankerton Castle, a structure of Kentish ragstone, standing in beautifully wooded grounds. In the bay, a bank called “The Street” extends from the shore seaward for about a mile. A Pier, about 150 feet long by 14 wide, with a good pier head, was constructed in 1894 from designs by Mr. Basil Champneys, architect, of London, at an estimated cost of £1,700. The Pavilion, on the Marine parade, was opened 16 May, 1894.
Under the provisions of the “Divided Parishes Act,” a detached part of Whitstable has been transferred to Swalecliffe.
In the neighbourhood are South Street, three-quarters of a mile south; Rayham, 1 mile south-east; Church Street, half a mile south-east; Frog Hall, 1 ½ miles south; Mill Strood, a quarter of a mile south; Clapham Hill, 1 ¼ miles south on the road from Whitstable to Canterbury; and Pean Hill, 2 miles south.
