Civil & Ecclesiastical Jurisdiction
Historical Description
WYE is a small town and parish on the river Stour, with a station on the line of the South Eastern and Chatham railway from Ashford to Canterbury, and is 4 miles north-east from Ashford, 9 south-west from Canterbury and 58 from London, in the Southern division of the county, hundred of Wye, lathe of Scray, Ashford county court district and petty sessional division, East Ashford union and in the rural deanery of West Bridge and archdeaconry of Canterbury. The town is lighted with gas by a company. The church of SS. Gregory and Martin, a building in the Perpendicular style, was originally erected by Cardinal Kempe when he founded his college here: the present edifice is of stone, and has a tower containing a clock and 8 bells: there is a monument to Lady Johanna Thornhill, 1708, a brass with effigies and a stained window: the church has been re-seated and affords 636 sittings. The register of baptisms and burials dates from 1538, marriages from 1545. The living is a vicarage, endowed with £240, paid by the Ecclesiastical Commissioners, net yearly value £277, with residence, in the gift of the Archbishop of Canterbury, and held since 1899 by the Rev. Hoary Eden Olivier M.A. of New College, Oxford. The vicarial tithes, amounting to £640 15s. yearly are paid to the Archbishop of Canterbury, the rectorial, commuted to £655 10s. were leased by the archbishop to the late J. S. W. S. E. Drax esq. There is also a Wesleyan chapel. Here are almshouses for six alms-people, who receive £18 4s. a year each if married couples, £15 12s. each if single, and six other poor persons receive doles of £13 each; charities to the extent of £200 are distributed in money. Wye has from the earliest times been styled a royal manor. John Kempe, Cardinal and Archbishop of York (1452—4), obtained a royal licence for the foundation of a college here, January 14Th 1447. In 1724 Sir George Wheeler, of Wye, then owner of the college and building founded by Cardinal Kempe, gave it by will, one-half for the master and mistress of Lady Thornhills school to reside and teach in, and the other half for the grammar master of Wye. A fair is held annually on October 11Th Races are held on a course near the railway station on Wednesday in Whit week, and in September, December, March and April. Olantigh Towers, a large mansion situated in a park, is the seat of Wanley Ellis Sawbridge-Erle-Drax esq. J.P. The Earl of Winchilsea, who is lord of the manor and Wanley Ellis Sawbridge-Erle-Drax esq. Sir Wyndham Knatchbull bart. Lord Brabourne, Capt. John Wyndham Billington, of Kennington, Ashford, Richd. John Sankey esq. the Governors of St. Thomas’ Hospital, John Cunliffe Kay esq. of Godmersham Park, Sir John William Honywood bart. of Evington, and Roger John Kynaston Mott esq. are the principal landowners. The soil is clay; subsoil, chalk. The chief crops are wheat, beans, peas and hops. The area is 7,325 acres of land and 24 of water; rateable value, £10,386; the population in 1901 was 1,312 civil, and 1,182 ecclesiastical. In the neighbourhood are Withersdane, 1 mile south-east and Olantigh, 1 ½ miles north.
THE SOUTH-EASTERN AGRICULTURAL COLLEGE.
This institution, established in 1893, in connection with the Kent and Surrey County Councils, is administered under a scheme of the Charity Commissioners, dated May 16Th 1893, by a governing body appointed as therein directed; it affords a thorough education in the sciences applied to agriculture, together with practical training upon the college farm. The college stands about 150 feet above the sea level, on a chalk subsoil, with a good natural drainage, on the outskirts of the village of Wye, and about 4 miles from the market town of Ashford. The site and the old buildings were transferred to the governors by the Charity Commissioners. Some of the buildings date from the 15th century, but the general structure belongs to the early part of the 17th century. The college is now grouped round the cloistered quadrangle of the ancient college, the south side of which comprises the principal’s house. The other sides of the quadrangle are formed by the old refectory, now restored to its former uses, and by additions made in 1894 and 1901. The College farm is in charge of a skilled bailiff; it is well suited for sheep, for growing fodder crops for dairy cattle, and for experiments in cropping and fertilising. The adjoining farm, called “Cold Harbour,” about three-quarters of a mile from the college, has been leased by the governors from the Drax trustees, and the house adapted as a permanent dairy school, with a residence for a superintendent and 12 female pupils: attached to the college is an analytical specialist, appointed by the County Councils of Kent and Surrey under the “Fertilisers and Feeding Stuffs Act, 1893.” A certain number of places are reserved in the college for resident students, called “Foundationers,” who must hold certain scholarships: students are examined each year under the direction of the Charity Commissioners, and the college is further under the general inspection of the Board of Agriculture. The college has an endowment of about £3,000 a year, of which £1,800 is furnished by the County Council of Kent and £1,200 by the Surrey County Council, and also receives a grant of £1,000 a year from the Board of Agriculture.
Schools
Grammar, nominally founded by Robert Maxwell, of Wye, to whom in 1630 Charles I. granted certain property on condition that he should provide & maintain a schoolmaster to teach grammar, paying him yearly £16; & this sum is still paid by the Earl of Winchilsea & Nottingham, the present owner of the property; the gross yearly income, £140, arises from lands & tenements in this & the adjoining parishes; the school is managed by a board of governors under a scheme approved by the Charity Commissioners, & dated 16th May, 1893.
Lady Thornhill’s, founded by Lady Johanna Thornhill, who in 1708 gave the residue of her personal estate for the support of a school for the children of the poor of Wye, & this was invested in the purchase of 160 acres of land, now (1902) producing £100 gross; the present school was erected in 1894 & a house for the master in 1897; the school will hold 190 children; average attendance, 102.
