Historical Description
BILLINGE CHAPEL END is a civil parish, in which is included, the village of Billinge, on the high road from Wigan to St. Helens, in the Urban District of Billinge; it is 3 miles south from Orrell station on the Lancashire and Yorkshire railway, and 2 miles north-west from Garswood station, L. and N. W. railway, 5 ½ south-west from Wigan and 4 ½ north from St. Helens, in the Newton division of the county, West Derby hundred, Wigan union, petty sessional division and county court district, and in the rural deanery of Wigan and archdeaconry and diocese of Liverpool. The Local Government Act, 1858,” was adopted December 17, 1872, by Billinge Chapel End, Billinge Higher End and Winstanley, but under the “Local Government Act, 1894,” these are now governed by an Urban District Council. The ecclesiastical parish was formed in 1856, under Lord Blandford’s Act (19 and 20 Vict. c. 104), and in 1882 was enlarged, now comprising Billinge Chapel End, half of Billinge Higher End and part of Winstanley. The church, rebuilt in 1718, is a plain edifice of polished stone, in the Early English style, consisting of chancel, nave, aisles, porch and a western turret containing one bell and a clock: the east window is a memorial to the Rev. Samuel Hall, incumbent 1813—33: there is a marble tablet to the Rev. Richard Carr, incumbent here for 46 years, d. 1813, and a brass to the late Rev. Canon Howard St. George M.A. vicar here 1853—98, who died in 1898: the church affords 500 sittings. The register dates from the year 1699. The living is a vicarage, net yearly value £495, including 68 acres of glebe, with residence, in the gift of the rector of Wigan, and held since 1899 by the Rev. Francis Broughton Anson Miller M.A. of Trinity College, Cambridge. Here is a Catholic chapel dedicated to St. Mary and also a Primitive Methodist chapel. The local charities consist of the Eddleston Charity, left in 1672, and the Bispham Charity, left in 1720: these, with other small charities, amount to £33 yearly, which sum is distributed in bread and clothing. Stone of a very superior quality is found here. Billinge Beacon, erected in 1783 on the highest ground in the township, is a building of stone, about 10 feet square, and 20 feet in height, with an angular roof; from the summit of the hill an excellent view of the country may be obtained. Mrs. Bankes, of Winstanley Hall,Col. Sir David Gamble bart. C.B., C.D. of St. Helens, and Lord Gerard are the chief landowners. The soil is sandy; subsoil, gravel. The chief crops are wheat, oats and potatoes. The acreage of the parish is 1,163, of which 9 are water; rateable value, £4,560; the population in 1891 was 1,983, and in 1901, 2,068. The population of the ecclesiastical parish in 1901 was 3,179. The area of the Urban District is 4,599 acres; the population in 1901 was 4,232, viz.: Billinge Chapel End, 2,068; Billinge Higher End, 1,600; Winstanley, 564. The Part of Chadwick Green, 3 ½ miles south, is in this parish.
