Historical Description
Colne is about seven miles from Burnley, and situated near Pendle Hill, on the east side of the county. It is a small market-town, and appears to have been a very ancient place. The many Homan coins found round about the town prove it to have been occupied by the Romans, if not one of their stations. Mr. Whitaker says, "the British appellations of this place, the probable commencement of a Roman road from Cambodunum at it, the voice of tradition, and the appellation of Caster, evince it to have been the site of a station. The road from Cambodunum stretches visibly over Stainland-Moor, passes through the townships of Bark-island and Rishworth, crosses the Devil’s Causeway, and the Roman road from Manchester to Ilkley, and must, therefore, have terminated at Colne. A considerable quantity of Roman coinshas been discovered near this place, at Emmet, and the station was fixed where tradition fixes it, about a mile from the town, and upon the eminence of Caster-cliff. There is seen the skeleton of a Roman camp at present, a regular rampart encircled by a fosse. And, standing on the summit of a lofty cliff, it commands an extensive view of the country around it."
"This station appears, from the present name of the town, to have been distinguished by the British appellation of Colania or Colne among the Romans; as the British name of the latter could have resulted only from that of the former. And, accordingly, we find the anonymous Chorography placing a camp of such a denomination among these hills, mentioning it next to one which was certainly among them, the Cambodunum of Antoninus, and giving it in different manuscripts, the title of Calunirem and Calania. And this seems to have been derived from the same name of the river upon which it stands, the Colne Water of the present times. That river enjoys the appellation, in common with many others in the island, particularly the Colnes of Colchester and St. Alban’s. Nor were the names of the latter, as has frequently been supposed, borrowed from the Roman colony of Camulodunum on the one, and of Verulanum on the other. They were given, not only to these which once had colonies upon them, but also to others which never had any at all; to one in Lancashire, the Colnes of Gloucestershire and Yorkshire, and the Calne of Wiltshire. And the names of all are derived from the British language, Colaun in the Celtic, signifying a current of waters. Thus we have the Cole in Warwickshire, the Calder in Yorkshire and Lancashire, the Collar within the county of Kilkenny in Ireland, and the Colun, or Clun in Shropshire; Avon being changed into Aun, An, or Un, as Alauna, Lan, and Lun, is the varying appellation of the same river, within our own county."
This station, according to Mr. Whitaker, appears to have been erected in the autumn of 79, by Agricola, at the same time he laid the foundations of others at Overborough, Frickleton, Lancaster, Blackrode, Ribchester, Colne, Warrington, and Manchester.
The market is on Wednesday, which is well supplied with provisions. The principal trade of the town has been confined to the articles of calicoes and dimities. Formerly, the manufacture of woollen and worsted goods was carried on to a considerable extent. There is an elegant Cloth Hall, or Piece Hall, where goods are sold during the ringing of a bell, fines being levied on sales after the stated time. The falling of a meeting-house erected by Mr. Wesley, in 1777, was the occasion of a number of persons being hurt.
The proximity of Colne to the district of Craven, where fat cattle are procured for a large surrounding country, occasions much money to be turned over in the town by the buyers and sellers in this trade.
Colne is situated about a mile from the course of the Leeds Canal, at a part where a subterraneous tunnel is carried through a quicksand, at a very great expense.
The country about Colne is rather mountainous, and the town covers a bed of coal, with stone and slate underneath, fit for building. About four miles from the town, on the Skipton road, limestone is got in great plenty.
COLNE is an ancient market town, municipal borough, parish, head of a petty sessional division and a county court district on the north bank of the river Calder, one mile from the Leeds and Liverpool canal, and on the eastern border of the county, with a joint station on the Midland and Lancashire and Yorkshire railways, 218 miles from London, 31 north from Manchester, 6 north-north-east from Burnley and 12 south-west from Skipton, in the Clitheroe division of the county, Burnley union, higher division of Blackburn hundred, rural deanery of Burnley, archdeaconry of Blackburn, and diocese of Manchester. There are three bridges over the Calder, connecting the town with Marsden. Colne, including part of Marsden, was governed until 17 July, 1895, by a Local Board, but at that date, under the “Municipal Corporations Act, 1882,” the town received a charter of incorporation. A commission of the peace was granted to the borough, Jan. 6, 1898. The borough is divided into six wards, and the Municipal body consists of a mayor, six aldermen and 18 councillors: the gas and water supply are under the control of the Corporation. Colne was a chapelry in the old parish of Whalley.
The church of St. Bartholomew is a building of stone in the Norman and later style, consisting of chancel, clerestoried nave, south and double north aisles, two chapels, organ transept, south porch and an embattled western tower containing 6 bells: the church was built about 1160 and was restored and enlarged in 1856: the Bannister or Banastre chapel, north of the chancel, belonged to a family of that name at Park hill; that on the south side belonged to the Townleys of Barnside; in the Bannister chapel is an incomplete inscription, carved in oak, consisting of an invocation to the Virgin, in behalf of one William Hyrd, for protection from evil spirits in the hour of death, c. 1508; the interior retains portions of an old carved screen and some Norman columns on the north side: there are two memorial windows to the Rev. John Henderson, late rector, besides other memorial windows: the font dates from 1590 and was erected by Lawrence Townley esq.: there is a brass to the Parker family, formerly of Alkencoats, 1714—1781, and other brasses, to Jenny Holewell, 1802, and William Emot, 1660: the church was restored in 1889—91, at a cost of nearly £7,000, under the superintendence of Messrs. Paley and Austin, architects, Lancaster, when new double north aisles, an organ transept on the west side of the Banastre chapel, were erected, clergy and choir vestries built, new screens, altar table, pulpit, choir benches fitted, and the church reseated throughout: there are 630 sittings, all being free. The register dates from the year 1599. The living is a rectory, net yearly value £400, with residence, in the gift of Hulme’s trustees, and held since 1876 by the Rev. William Clifford M.A. of. Brasenose College, Oxford, rural dean of Burnley, and surrogate. Christ Church is an ecclesiastical parish, formed in 1837 from the civil parish of Whalley: the church, built in 1836, is a plain edifice of stone in the Gothic style, Consisting of chancel, nave and an embattled western tower with pinnacles containing one bell: there is a memorial window, erected in 1863 by Mr. John Pennington, in memory of his son, and another to W. J. Carr esq. of Langroyd, erected in 1884 by his brother, George Carr esq.: the pulpit, of. Caen stone and marble, is a memorial to the Rev. Joseph Hartley, of Crow Nest, Colne, and formerly curate of Linton, in Yorkshire: in 1885 the church was thoroughly renovated and reseated, an organ chamber built and the chancel arch and east window raised at a cost of about £1,200, raised by subscription: there are 630 sittings, 220 being free. The register dates from the year 1836. The living is a vicarage, net yearly value £264, including half an acre of glebe, with residence, in the gift of Hulme’s trustees, and held since 1904 by the Rev. Thomas Belshaw M.A. of St. John’s College, Cambridge.
Here is a Catholic chapel, dedicated to the Sacred Heart, and there are also Congregational, Baptist, Wesleyan, Primitive Methodist, Free Gospellers and Free Christian chapels.
The Cemetery, at the east end of the town, and opened in September, 1860, covers 7 acres, with two mortuary chapels, and is under the control of the Corporation.
The Town hall, in Albert road, opened 13th Jan. 1894, at a cost of £10,000, is a building of Yorkshire stone in the Gothic style, from designs by J. W. and R. F. Beaumont, architects, of Manchester, and includes a tower 101 feet in height, and containing an illuminated clock with four dials and quarter chimes; the interior contains a council chamber, all the usual offices, and a fireproof muniment room.
The “Cloth Hall,” erected in 1775 by the inhabitants of Colne, was for many years used as a sample market for manufactured goods.
The Theatre Royal, in Ivegate, will hold 1,100 persons, and is at present leased by Mr. Gerald Harding.
There is a Volunteer Fire Brigade, with a station in Dockray street.
The Police Station, in Albert road, where the county magistrates hold their sittings, is near the railway station.
Colne Jubilee Cottage Hospital, Barrowford road, is a building of white stone, erected in 1900, at a cost of £4,591, by William P. Hartley esq. J.P. of Aintree; it is open to the sick and poor of the borough of Colne and the districts of Foulridge and Trawden, and is supported by voluntary contributions; the hospital is managed by a committee.
The town has several large cotton manufactories and a few iron foundries on a small scale. The trade of the town consists chiefly in the manufacture of check and striped and woven fancy goods.
The market days are on Wednesday and Saturday; and there are cattle markets on the last Wednesday of every month. Fairs are held on the second Wednesday in March, May and October.
The Duke of Buceleuch K.G., K.T. is lord of the manor. The principal landowners are the Earl of Derhy K.G., G.C.B. the trustees of the late Edward Parker esq. and Thomas Townley Townley-Parker esq. D.L., J.P. of Cuerden Hall.
The area of the parish and municipal borough is 6,063 acres, of which 72 are water; rateable Value; £88,937; the population of the civil parish in 1901 was 23,000; the population of the municipal wards was:-Carry Bridge, 4,627; Central, 4,912; Horsfield, 4,231; Laneshaw Bridge, 1,320; Primet Bridge, 4,019; Vivary Bridge, 3,885. The population of St. Bartholomew ecclesiastical parish in 1901 was 14,882, and of Christ Church. 5.688.

SCHOOLS
An Education Committee was formed May, 1902, & consists of 19 members; Councillor E. Carr J.P. chairman Clerk, Alfred Varley Secretary, Harry Hartley.

Colne Municipal Technical school, Linden road, erected in 1900—1, for 1,000 students, at a cost of about £12,000, is a fine building of 3 storeys, consisting of weaving shed, wood-carving room, cooking & domestic room, science lecture room, balance & store rooms, mechanical drawing & lecture room, biological laboratory, principal’s & art masters’ room. The building is used as a Technical evening school, & as a secondary day school & pupil teachers’ centre, & is very completely equipped; the weaving shed contains 10 electric & 6 hand looms, & preparation machinery; there is a chemical & science laboratory for 30 students, & physical laboratory for 24 students Albert Wilmore, principal, with a large staff of assistants.
PUBLIC ELEMENTARY SCHOOLS
The Park (mixed), built & opened in 1900, for 720 boys & girls & 410 infants; average attendance, 692 boys & girls & 343 infants.
Waterside (mixed & infants), built in 1848, for 250 children; average attendance, 136.
Exchange street (mixed & infants), built in 1843, for 494 children; average attendance, 420.
Christ Church (mixed & infants), erected in 1838, for 300 children; average attendance, 169.
Primet school (mixed & infants), built in 1878, for 232 children; average attendance, 194.
Endowed (mixed), Laneshaw Bridge, built in 1740, & was endowed in 1745 by Richard Emmott esq. of Emmott hall; it will hold 60 children; average attendance, 38.
Lord street (mixed), built in 1902, for 740 children; average attendance, 787.
Laneshaw Bridge (infants), formerly a chapel, first used as a school in 1858; it will hold 80 children; average attendance, 38.
Primet bridge (mixed), built in 1882, for 388 children; average attendance, 325.
Catholic (mixed), Derby street, built in 1888, for 242 children; average attendance, 220.
