This vital collection details almost 1.2 million properties eligible for land tax. Records include the name of the landowner, occupier, amount assessed and sometimes the name and/or description of the property. It is a useful starting point for locating relevant estate records and establishing the succession of tenancies and freehold. Most records cover 1798, but some extend up to 1811.

Civil & Ecclesiastical Jurisdiction
Historical Description
BILLINGTON township forms the ecclesiastical parish of Langho, created Sept. 20, 1842, from the old parish of Blackburn, 5 miles north from Blackburn, in the Darwen division of the county, Blackburn parish, hundred (lower division), petty sessional division, union and county court district, rural deanery and archdeaconry of Blackburn and diocese of Manchester. The Lancashire and Yorkshire railway from Blackburn to the Midland line has a station here called “Langno.” The parish church of St. Leonard, so constituted by the Ecclesiastical Commissioners, Nov. 25, 1880, was erected in 1879—80, at a cost of £4,600, and consecrated September 25th, 1880, and is a substantial building of local and Stourton stone, in the Early Curvilinear style, erected at a cost of about £4,350, and consisting at present of chancel, nave of four bays, south aisle, organ chamber, vestries, and a western turret containing one bell: an organ was erected in 1882: there are 346 sittings. The register dates from the year 1725. The living is a vicarage, with Old St. Leonard’s annexed, joint net yearly value £274, with residence, in the gift of the vicar of Blackburn, and held since 1901 by the Rev. John Fleming French, of St. Bees. The old church, formerly a chapel in the Blackburn parish, and now a chapel of ease to St. Leonard’s, is an ancient and interesting structure of ashlar stone, in the Perpendicular style, built about 1557 with materials brought from the dismantled abbey of Whalley, in the adjoining parish, and is said to be the last church of any now belonging to the Church of England in which the Romish mass was celebrated, this occurring in 1687, the manor being then held by a Romanist. It consists of sacrarium, nave, south porch, vestry, and an open stone turret on the western gable containing one bell: there is a piscina of the 13th century and a carved stone, serving as a credence, brought from Whalley Abbey, and the only known remaining fragment of the chapter house of that monastery: the structure was partially rebuilt, repaired and refitted in 1879, at a cost of nearly £1,500, defrayed by the late William Thomas Carr esq. of the Middle Temple, barrister-at-law, d. 1883, who also endowed the building with a repair fund of £8 yearly: service is held here once on Sundays, and the building also serves as a mortuary chapel. There is also a Mission Room near Mr. Longworth’s mill, in which services are held on Sundays and week days. There is a Catholic chapel in the parish dedicated to St. Mary, and served from Stonyhurst, a Baptist chapel, erected in 1879, and a working men’s club and reading room. In 1671 Richd. Waddington, of Whalley, bequeathed to the poor of Billington the sum of £21, to be put into the hands of trustees, the interest to be given annually to the most deserving poor of the said township for ever: to this benefaction other sums have been added at subsequent periods: the amount is distributed to the poor on St. Thomas’s day. Sums of money (amounting to over £800) have from time to time been left for “the teaching to read,” “and the instruction of poor children (belonging to the said township) in the Protestant religion,” a portion of which, amounting to £300, has been capitalized and devoted to the cost of school buildings, with master’s residence, erected in September, 1874. Here also is an inebriates Reformatory, erected by the Lancashire County Council. In the parish is a quarry of stone for the gratuitous use of the inhabitants of Billington. The population, which has increased of late years, is partly agricultural and partly manufacturing. The principal landowners are Sir George Glynn Petre K.C.M.G., C.B. of Hatchwoods, Winchfield, Hants, who is lord of the manor, Henry Wilson Worsley-Taylor esq. of Moreton Hall, Whalley, John Hargreaves esq. of Whalley Abbey, and Edmund Arthur Le Gendre Starkie esq. of Huntroyde, Padiham. The soil is thin and heavy; subsoil, clay. The chief crops are grass. The area is 3,101 acres of land and 85 of water; rateable value, £10,439; the population in 1901 was 1,442. Hacking Hall, Chew Mill and York Cliff are places here.
