Civil & Ecclesiastical Jurisdiction
Historical Description
PADIHAM is a parish, pleasantly seated on the banks of the river Calder, on the road from Burnley to Clitheroe, with a station on the Lancashire and Yorkshire railway (East Lancashire section), 3 miles west-north-west from Burnley, 4 north-east from Accrington, and 7 south-east from Clitheroe, in the Clitheroe division of the county, Burnley petty sessional division, higher division of Blackburn hundred and Burnley union and county court district; is was formed into an ecclesiastical district March 6, 1868, out of the parish of Whalley and is in the rural deanery of Burnley, archdeaconry of Blackburn and diocese of Manchester. Parts of the townships of Padiham and Hapton adopted the “Local Government Act, 1858,” November 25, 1873, and were governed by a Local Board, but under the provisions of the “Local Government Act, 1894,” they have now an Urban District Council, who control the supply of gas and water from works founded by the late board. The district is divided into five words. The church of St. Leonard, entirely rebuilt in 1866—9, under the direction of Mr. William Waddington, architect, of Burnley, at a cost of £11,000, is of stone in the Perpendicular style, and consists of chancel, nave, aisles, transepts, south porch, and an embattled tower (south-west of the nave), with pinnacles and a spire 118 feet in height, containing 6 bells and a clock with four illuminated dials and chiming apparatus, the gift of the late Rev. S. J. C. Adamsan: fourteen of the windows are stained, the east window being a memorial to Le Gendre Nicholas Starkie esq. of Huntroyde, d. 15 May, 1865, and there are several monuments to the Huntroyde and Gawthorpe families: a brass was placed in 1877 to Sir Tames Philipps Kay-Shuttleworth bart. M.D., D.C.L, of Gawthorpe Hall and Barbon manor, d. 26 May in that year; the font was given to the earlier church by Abbot Paslew, the 17th and last abbot of Whalley, hung March 12, 1537. There are 1,040 sittings, of which 430 are free. The register dates from 1567 and is in excellent condition. The living was declared a vicarage April 7, 1868, with St. John’s, Higham, annexed, net yearly value £230, including one acre of glebe, with residence, in the gift of Edmund Arthur Le Gendre Starkie J.P. of Huntroyde, and held since 1896 by the Rev. Henry Haworth M.A. of St. John’s College, Cambridge. The church of SS. Anne and Elizabeth, on Padiham green, of which as yet only the chancel has been erected, is used as a chapel of ease, and will seat 200 persons. The Catholic church, dedicated to St. John the Baptist, and erected at a cost of £2,000, was opened in March, 1881, and consists at present only of nave and a massive turret at the west end: there are 500 sittings. Mount Zion Baptist chapel will seat 4.00 persons; there is also a Baptist chapel in Burnley road, holding 420 persons; Wesleyan, seating 1,200; Unitarian, seating 900; Primitive Methodist chapel, and a Congregational chapel with 600 sittings. St. Leonard’s cemetery, which is a short distance from the town, on the Blackburn road now has an area of acres, 2 acres being added in 1897 by the late Col. Le Gendre Nicholas Starkie: it was first laid out in 1853, and has a mortuary chapel, erected in 1866. The public cemetery, on Padiham Green, has an area of 3 acres and one mortuary chapel: it was laid out in 1852, and is under the control of the Urban District Council. The Technical and Art School, in Burnley road, was erected in 1900 at a cost, including furnishing, of about £6,000, by the Urban District Council, aided by subscriptions, the site being given by Lord Shuttleworth P.C. Coal is plentiful, and is worked by the trustees of the late Col. Hargreaves. Stone is also abundant. The cotton trade is carried on extensively here. A fair is held on the second Thursday in August yearly, for pedlery. The Duke of Buccleuch K.G., K.T. is lord of manor, and Major Edmund Arthur Le Gendre Starkie, of Huntroyde, and Lord Shuttleworth P.C. are chief landowners. The soil is heavy clay; subsoil is shale. The land is chiefly pasturage. The area of the civil parish and Urban District is 966 acres of land and 14 of water; rateable value £44,186; the population in 1881 was 8,974, in 1391, 11,301, and in 1901 was 12,205, and in the ecclesiastical parish, 11,258.
The population of the Urban District wards in 1901 was: Bankhouse, 1,844; Clay Bank, 1,885; Green, 1,838; Partridge Hill, 2,512, and Stockbridge, 4,126.
By Local Government Board Order No. 35,308, which came into operation Sept. 30, 1896, part of North Town was added to the civil parish and Urban District of Padiham, and part of the latter civil parish and Urban District added to North Town and to the Rural District of Burnley.
