Historical Description

WITHNELL is an extensive township and parish, formed in 1841 from the civil parish of Leyland, with a station on the Wigan, Chorley and Blackburn section of the London and North Western railway, 6 miles south-west from Blackburn, 5 north-east from Chorley and 8 south-east from Preston, in the Chorley division of the county, hundred of Leyland, petty sessional division of Leyland hundred, union and county court district of Chorley, rural deanery of Leyland, archdeaconry of Blackburn and diocese of Manchester. The Leeds and Liverpool canal passes on the west. The parish is governed by an Urban District Council of twelve members, formed February 13, 1893, under the provisions of the “Local Government Act, 1894.” By Local Government Board Order No. 39,675, which came into operation April 1, 1899, the Urban District was extended to include part of Wheelton. The church of St. Paul, a plain stone building in the Norman style, situated on an eminence in the northern part of the township, was consecrated in 1841, and consists of nave and a western tower containing one bell: there are 560 sittings, 200 or which are free. The register dates from the year 1841. The living is a vicarage, net yearly value, £232, with residence, in the gift of the vicar of Leyland, and held since 1883 by the Rev. George Ormerod Redman, Lic. Theol, of Hatfield Hall, Durham. St. Luke’s (Brinscall), a chapel of ease to St. Paul’s, was erected in 1887 at a cost, including site, of £1,020, and consists of chancel, nave and an open turret containing one bell: there are 250 sittings. The Catholic chapel, dedicated to St Joseph, was erected in 1884 at a cost of £1,800, and will seat 260 persons. There are Wesleyan chapels at Withnell fold, Withnell Mill and Brinscall, and Free Methodist chapels at Brinscall and Abbey Village, There are three reservoirs here of the Liverpool Water Works, constructed in 1857, the property of the Liverpool Corporation; there are also cotton, paper and bleaching mills and quarries. Withnell Isolation Hospital was built at a cost of £3,500 to commemorate the Coronation of King Edward VII. The site was given by H. T. Parke esq. J.P. William Bashall Park esq. of Ollerton Hall, Chorley, Herbert T. Parke esq. J.P. Alfred Ernest Parke esq. Joseph Wood esq. and the Liverpool Corporation are the chief landowners. The soil is dark loam and the subsoil rooky. The chief crop The acreage of civil parish and Urban District is 3,705, of which 85 are water; rateable value, £17,986; the population in 1901 was 3,349. The population of the ecclesiastical parish is 3,237; and the acreage 3,680.
