Historical Description

COWLEY, in Domesday “Covelei, is a parish and village, on the road from Uxbridge to West Drayton, about a mile south from the former town, on the Grand Junction canal and the river Frays, near where the Black-water or Cowley brook joins the latter stream, in the Uxbridge division of the county, Elthorne hundred, Uxbridge petty sessional division, union and county court district, and in the rural deanery of Uxbridge, archdeaconry of Middlesex and diocese of London. The village is supplied with water by the Rickmansworth and Uxbridge Valley Water Works Co. Under the “Divided Parishes Act, 1882,” detached portions of this parish, amounting to about 40 acres, were added to Hillingdon, and the remainder, wholly surrounded by the parish of Hillingdon, was created a civil parish Aug. 3, 1883, by Local Government Board Order, 15,531, under the provisions of the “Divided Parishes Act.” By an Order of the County Council, dated 25th April, 1895, and confirmed by an Order of the Local Government Board, dated 17th August, 1895, that portion of the parish of Hillingdon East, west of the river Pinn, was transferred to Cowley, and the small portions of Cowley east of the Pinn, were transferred to the parish of Hillingdon East. The church of St. Laurence is a plain edifice of flint, principally in the Early English style, with some details of Decorated work, and consists of chancel, nave, south porch and a western tower with a wooden turret and dwarf spire, containing 1 bell: the east window, of three lancets, is a memorial to the Rev. John Hilliard, rector here, 1807—52; and the west window a memorial to the Rev. C. P. Price, late vicar of St. Margaret’s, Uxbridge; there are others to Mrs. Price, his wife, d. 13 Dec. 1882; to the Rev. John Crosier Hilliard M.A. rector here, 1851—81, d. 30 May, 1882; and Mary St. Alban his wife, d. 14 May, 1882, and to Lawrence J. Hilliard, d. 11 April, 1887; besides two to the Lightfoot family; and there is a monument to Walter Pope, yeoman, 1502: the church affords 200 sittings: in the churchyard is the grave of Dr. William Dodd, the author of “Lectures on Death,” and the celebrated “Prison Thoughts,” who was executed for forgery, 27 June, 1777: here also was buried the Rev. John Lightfoot M.A. of Pembroke College, Oxford, F.R.S. a learned botanist and sometime curate of Colnbrook and Uxbridge, where he died, 18th February, 1788; and Barton Booth, a celebrated actor, who held a small estate in this parish, and died 10th May, 1733. The church affords 150 sittings. The register of baptisms and burials dates from 1562; marriages, 1563. The living is a rectory, yearly value £233, including 40 acres of glebe, with residence, in the gift of George Boyce Hilliard esq. and held since 1882 by the Rev. John Edward Hilliard M.A. of Wadham College, Oxford, who is nonresident. The Rev. Joseph Jenkin Davies M.A. of Durham University, has been curate in charge since 1897. Brick making is largely carried on here, and there are also cement and cocoa fibre works. Almshouses for three poor persons, rebuilt by an ancestor of Thomas Dagnall esq. of Cowley, in 1776, stand near the churchyard: the interest of the endowment of this charity, amounting to £15, is applied in keeping the houses in repair. Charities: Anthony Brown, of London, left by will, dated 1800, £5 yearly, now applied to the school; and the Rev. Richard Dodd M.A. left in 1811, £100 in 3 per Cents, the interest to be given to the poor in bread and coals on Christmas Eve. Cowley Grove, now occupied by the Hon. Lady Hotham, was formerly the residence of Barton Booth and John Rich, the actors. Cowley House, now in the occupation of Louisa, Countess of Essex, is the property of George Boyce Hilliard esq. who is lord of the manor, Maj. Arthur Henry Tylden-Pattenson and G. B. Hilliard esq. are the principal landowners. The soil is rich brick loam; subsoil, gravel. The chief crops are corn and grass, cherries and other fruit. The area is 512 acres of land and 6 of water; rateable value, £4,931, inclusive of brick stools and railway; the population in 1891 was 845 in the ecclesiastical and 322 in the civil parish.
