Historical Description

Rutland is the smallest shire in England, and lies to the north of the river Welland, and is separated from the sea by Lincolnshire. Its length from north to south is about 15 miles, and its breadth from east to west the same, its area being 97,273 acres. In 1801 the number of people was 16,300; in 1821, 18,487; in 1831, 19,385; in 1841, 21,302; in 1851, 22,983; in 1861, 21,861; in 1871, 22,073; in 1881, 21,434; and in 1891, 20,659, of whom 10,323 were males, and 10,336 females. Its shape is very irregular, and it joins on to Leicestershire on the west and north-west; on the north-east it has Lincolnshire; and on the south-east, which is its longest bound, the river Welland, which separates it from Northamptonshire. The Eye is part of the boundary against Leicestershire. The rivers are the Eye, Chater, and the Gwash, or Wash, running into the Welland, which is navigable from Stamford, on the east border, till it falls into the North Sea. The two railway systems that supply Rutlandshire are the London and North-Western, which, coming from Market Harborough, enters the county in the south-west corner, near Great Easton, and proceeding in a north-easterly direction to Seaton, throws out a branch to Uppingham, and dividing its main line, passes through Saffenham to Stamford and through Barrowden to Peterborough and the Midland, which, coming from Peterborough, through Stamford, passes Ketton, Laffenham and Manton, and thence to Ockham, leaving the county for Saxby Junction, a little north-west of Ashwell, while a branch coming into the south of county, between Barrowden and Eisbrooke, joins the Oakham line at Manton. The Great Northern crosses the extreme north-east of the county, with stations at Essendine and Ryhall, on their Stamford branch; thus the county is well provided with railway communication. There are 300 miles of Highways. The air is healthy. Much of the soil lying in the dales is very fruitful. The hills are not very high; one range runs to the north-east of Oakham, others are on the north bank of the Welland, and another range along the Eye. In the east and south-east the rock is limestone. In many parts of the shire there is a strong red loam. There are several chalybeate springs. The vale of Catmos, around Oakham, is rich ground: it is an agricultural and grazing shire, and yields fine barley and seed wheat; barley, in 1898, occupying 10,494 acres. Many turnips are grown, and sheep are fed and Stilton cheese is made. There is a good deal of woodland, still reckoned at nearly 3,500 acres, being the remains of the old forests, from which much timber is cut. Limestone and freestone for building are quarried. Rutland forms five hundreds—namely, Alstoe, East, Wrangdike, Martinsley, and the soke of Oakham. It is in the Midland Circuit, and has Assizes and Quarter Sessions at Oakham. Rutland is in the diocese of Peterborough, archdeaconry of Oakham, and forms a rural deanery, divided into three portions. There are 58 civil parishes. The market towns are Oakham, with a population in 1891 of 3,542, and Uppingham with 2,559, each celebrated for its school, both founded by Robert Johnson, archdeacon of Leicester in 1581. Stamford lies on the south-east border, in Lincolnshire. Rutland has no name in history, and has shared the fate of the neighbouring shires in the several inroads of the Romans, English, and Northmen. Rankborough, Burley, Stretton, Casterton, Market Overton, and Tixover are the sites of Roman settlements. The battle of Stamford was fought in this county, at Horn, near Exton, in 1470, between Edward IV. and the Lancastrians, in which the latter were defeated; it is computed that there were ten thousand killed. The Marquess of Exeter has a fine seat and park at Burghley. The domains of the Earl of Gainsborough, at Exton, and of the Earl of Ancaster at Normanton, are likewise large. There are no architectural monuments of importance, or any objects of great interest. There are some barrows.

FAIRS AND MARKETS

Oakham, March 15, May 6 & September 9 & a pleasure fair in May; other fairs chiefly for cattle on some Monday in every month, excepting January, so arranged as not to interfere with Stamford fairs. Market days, Monday & Saturday, Uppingham, second Wednesday in March & July for cattle. Market day, Wednesday.

RUTLAND COUNTY COUNCIL

Under the above Act, Rutland, after the 1st April, 1889, for the purposes of the Act, became a separate and distinct administrative county (sec. 461-b), governed by a County Council, consisting of chairman, aldermen and councillors, elected in manner prescribed by the Act (sec. 2).

The chairman, by virtue of his office, is a justice of the peace for the county, without qualification (sec. 46).

The police for the county is under the control of a standing joint committee of the Quarter Sessions and the County Council, appointed as therein mentioned (sec. 9).

The coroners for the county are elected by the County Council, and the clerk of the peace appointed by such joint committee, and may be removed by them (sec. 83-2).

The clerk of the peace for the county is also clerk of the County Council (sec. 83-1).

The administrative business of the county (which would, if this Act had not been passed, have been transacted by the justices) is transacted by the County Council.

SITUATION, BOUNDARIES, EXTENT, SOIL, AND CLIMATE

RUTLANDSHIRE is an inland county, being bounded on the north-east by Lincolnshire; on the south and south-east by Northamptonshire; and on the west by Leicestershire. It is of an oval figure, and is the smallest county in the kingdom, being only 15 miles in length, in breadth 12 miles, and in circumference about 48 miles, and contains acres. This county has a pure air, and fertile soil, and is beautifully varied in its surface with gentle swells and depressions. The rising grounds run east and west, with vallies intervening, of above half a mile in breadth. It abounds in clear soft springs, gushing from the sides of the hills; and the soil is various, though generally fertile.

NAME AND ANCIENT HISTORY

The name of this county is derived from its ancient Saxon name Roteland, the etymology of which is entirely unknown though some have derived it from Roet or Rud, which signifies red; because many parts of the county is of a red colour. Previous to the Roman invsaion, Rutlandshire formed a part of the nation of the Coritani, which included likewise the counties of Derby, Nottingham, Lincoln, Leicester, and Northampton. The term Coritani is of uncertain derivation, but probably had its origin in the British word Corani, or Coraniaid. In the historical triades, the Corinians, are mentioned as one of the “three molestations that came into this island, and never went away again; and in another ancient memorial in the Welsh language, they are classed among the seven nations that invaded Britain. By the Romans Rutlandshire was included in the division Flavia Cæsariensis; but during the Saxon domination it became part of the kingdom of Mercia. The most ancient account we have of this county is in reign of Edward the Confessor, at which time it was united with Northamptonshire, from which it was separated after the Conquest. It was bequeathed by the will of Edward to Egith, on condition that after her death it should belong to the monastery of St Peter's at Westminster, which it accordingly did; but at the Conquest it was seized by William, who allowed the monastery little more than the tithes, dividing the lands between his kinsmen and followers. This county has given the title of earl ever since the reign of Richard II. The first earl of Rutland was Edward, the eldest son of Edmund Langley, the fifth son of Edward III. but the first earl of the present family of the Manners, was created Earl of Rutland by Henry VIII. and in the reign of Queen Anne, John Manners, then Earl of Rutland, received from that princess the title of Marquis of Granby and Duke of Rutland, which his successors still enjoy.

POPULATION, &C

The population of this county consisted according to the late returns of 16,356 persons, viz. 7978 males, and 8378 females; of whom 3995 were returned as being employed in agriculture, and 1923 in trade, manufacture, or handicraft. Rutlandshire sends but two members to parliament, who are returned by the county.

RIVERS

The principal rivers of this county are the Welland, and the Gwash or Wash.

The Welland rises in a gentle range of hills between Lutterworth and Harborough, and divides Northamptonshire from Leicestershire, Rutland, and Lincolnshire, in a direction inclining mostly to the north-east; it then turns directly north, crossing the Fens, and meets the Glen from Bourne, just where the mouth of these two rivers forms the wash of Fossdyke, which falls into the great gulph considerably northward of that of Cross Keys.

The Gwash, or Wash, as it is more usually called, rises near Okeham, in this county, in a district surrounded with hills, and running eastward divides the county nearly into two equal parts, after which it falls into the Welland, a little below Stamford in Lincolnshire. This river supplies many towns with excellent water, and affords plenty of fish; and most of the other towns and villages, at a distance from this river, have rivulets and brooks that pass by them..

CANAL

The Oakham Canal commences at and joins the Melton navigation, on the south side of the town of Melton, and proceeding on the north side of the river Eye passes Brentingby, Wiverby, Stapleford, Saxby, Wymondham, Edmondthorpe, Teigh, Market Overton, Barrow, Cottesmore, Burley, and joins the town of Oakham on the north side; being a course of fifteen miles, with 126 feet regular rise, in the first eight miles and a half, that is to Edmonthorpe; from thence to Oakham is level; the reservoir is on the west side of the canal, near Langham.

Civil and Ecclesiastical Divisions

This county is divided into five hundreds, viz. Alstoe, East, Martinsley, Oakhamsoke, and Wrandike, containing two market towns, Oakham, the county town, and Uppingham; 58 parishes, and 3361 houses. It is now included in the Midland circuit, province of Canterbury, and diocese of Peterborough.
