Historical Description

CHIPSTABLE is a parish and village, picturesquely seated on the river Tone, 2 miles north-east from Venn Cross station and 3 west from Wiveliscombe station, both on the Devon and Somerset branch of the Great Western railway, and 9 north-west from Wellington, in the Western division of the county, hundred of Williton, petty sessional division of Wiveliscombe, union of Wellington and county court district of Taunton, rural deasery of Wiveliscombe, archdeaconry of Taunton and diocese of Bath and Wells. The church of All Saints is a building of stone in the Decorated and Perpendicular styles, consisting of chancel, nave of three bays, with clustered piers having angel capitals, south aisle, south porch and a battlemented western tower containing 5 bells, hung in 1861: the tower, restored in 1859, is of Early Perpendicular date, and the nave and aisles, rebuilt in 1869, are Decorated, the window tracery being very good: in 1894 a stained window was presented by the son and daughter of the late Rev. William Nicholetts M.A. rector 1857—1901: there are 164 sittings. The register dates from the year 1694. The living is a rectory, net yearly value £200, including 37 acres of glebe, with residence, in the gift of trustees, and held since 1901 by the Rev. Harry Bathurst Norman M.A. of Selwyn College, Cambridge. There is an unsectarial massion room at Waterow, erected in 1890 at a cost of about £350, and in which services are held every Sunday evening. Bulland Lodge is the seat of Arthur Capel esq. M.A., J.P. who is lord of the manor. Viscount Portman, Mrs. North Row, of Cove, Tiverton, Devon, Edward Langdon, esq. and Thomas Davys esq. are the chief landowners. The soil is loamy; subsoil, slatestone. The crops are barley, oats and turnips. The area is 1,876 acres; rateable value, £2,025; the population in 1901 was 250 in the civil parish, and in 1891, 304 in the ecclesiastical parish.

On March 25th, 1884, by Local Government Board Order 15,944, a part of this parish, consisting of the Chitcombe and Withy farms, was amalgamated with Upton and. Huish and Champflower for civil purposes.

A School Board of 5 members was formed February 14, 1874; Rev. Harry Bathurst Norman, chairman & hon. clerk to the board.

Board School (mixed), erected in for 65 children; average attendance, 46.
