Historical Description

Wiveliscombe, in the hundred of Kingsbury West, a large market- town, eleven miles west from Taunton, and seven north-west from Wellington. It is beautifully situated in a valley, surrounded on every side by lofty hills, covered with rich and beautiful woods.

The market is on Saturday, and there are three fairs for sheep, cattle, and pedlary ware, on May 2, Trinity Monday, and 25th September. The inhabitants are chiefly employed in the coarse woollen manufacture, which has been carried on at this place to a considerable extent.

The municipal government is vested in a bailiff and portreeve, annually chosen at a court held in May: the portreeve is always elected out of a part of the town called the borough.

WIVELISCOMBE (locally pronounced “Wilscombe”) is a market town and parish and head of a petty sessional division, situated on elevated ground in a combe or valley among lofty hills, 157 miles from London, 6 north-west from Wellington and 11 west from Taunton, with a station on the Devon and Somerset section of the Great Western railway, in the Western division of the county, hundred of Kingsbury West, Wellington union and Taunton county court district, rural deanery of Wiveliscombe, archdeaconry of Taunton and diocese of Bath and Wells. The parish has been divided into two, viz.: Wiveliscombe Urban and Wiveliscombe Without.

The town parish is governed by an Urban District Council of nine members, formed under the provisions of the “Local Government Act, 1894” (56 and 57 Vict. c. 73), which takes the place of a Local Board established May 19, 1859; it is lighted with gas by a company, established in 1857, and supplied with water from works at Withycombe and belonging to the Urban Council.

The church of St. Andrew is a large edifice of Devonian sandstone, rebuilt in 1829, in a debased Gothic style, with Italian details, and consists of apsidal chancel, clerestoried nave, aisles with arcades of five arches, an additional south aisle with an arcade of three arches, south porch and an embattled western tower containing a clock with chimes and 8 bells: there are seven stained windows, including two erected in 1895 to the late Mr. Bowdage, and to Hugh Boucher Bellew, who was murdered in South America: in the south aisle is a tomb with recumbent effigies to Humphrey Wyndham, of Golden Hall, in this parish, ob. 29 May, 1622, and Margery (Stevenson) his wife, ob. 1 Sept. 1670: under the church are catacombs: there are sittings for 1,200 persons, a large proportion being free. The registers date from the year 1558. The living is a vicarage, net yearly value £330, with residence, in the gift of the Bishop of Bath and Wells, and held since 1891 by the Rev. Howard McCririck B.A. of St. John’s College, Cambridge. The great tithes are in the hands of the Ecclesiastical Commissioners by purchase, commuted value £62. There is an iron mission church at Langley, seating 100 persons. The Congregational chapel, in Golden hill, was erected in 1708, and enlarged in 1825, and will hold 350 persons. The registers of the chapel date from 1710. The Wesleyan chapel at Lambrooke was erected in 1845, and will hold 250 persons. The Market and Town Hall, erected in 1840 by Lord Ashburton, form good brick buildings with a portico and balcony, and comprise a spacious hall with ante-room for meetings and entertainments, and meat, corn and fish markets, with a pig market in the rear. The market day is Tuesday; a monthly auction for sheep and cattle is held behind the “White Horse” the third Tuesday in the month. The Free Library and Reading Rooms, in Silver street, were erected in 1887, at a cost of about £350, to commemorate the Jubilee of Her late Majesty Queen Victoria. There are extensive slate quarries in this neighbourhood worked by the Wiveliscombe Slate Quarry Co. Limited. At Golden Hill is a brewery, belonging to Messrs. William Hancock and Sons (Wiveliscombe) Limited, and giving employment to upwards of 70 hands. The wine and spirit vaults in the Market place here, belonging to Mr. Hugh C. Bond, have been established since 1820. There are 19 cottages, left by Jerome Brooks, for industrious reduced ratepayers, who are expected to keep the same in repair; the following charities, viz.: Norths charity for the poor; Birds, or Poleshill’s, for the poor; Holway's for the repairs of the church, and for the poor; and also Storey’s for the poor; amounting in all to about £100 yearly, were, under a scheme of the Charity Commissioners, dated 1887, placed in the hands of trustees, four elected by the Urban Council and Wiveliscombe Without, with the Vicar and churchwardens for the time being: the yearly income, after deduction of expenses, is to be distributed as follows:-One fourth for the maintenance and repair of the church fabric; and of the remaining three-fourths, £20 in sums of 5s. each to poor aged persons; a sum not exceeding £20 in gifts of 5s. each to children who have been most regular in their attendance at the day schools; and the residue, if any, to be applied to the penny bank, and to clothing, coal, or other charitable clubs. The Dispensary, established in 1804, is supported by contributions, and in connection with it is a maternity charity for poor married women. There are traces here of a residence formerly belonging to the Bishops of Bath and Wells, and some of its windows are now in the school house; it was originally a stately mansion with a large attached park, of which certain fields, now called “the High Parks,” formed a part. Remains of other Roman and Danish encampments may be traced on the south-east and north-west sides of the town. Bourne House, now the residence of J. W. Pratt esq. has a ceiling in one of the rooms painted with figures of Venus and Cupid. Oakhampton House, which stands on an eminence, 2 miles north, was erected in 1734, and is the seat of Mrs. Bellew; on this estate, which comprises about 340 acres, are extensive slate quarries. Abbotsfield, the seat of William Macadam Smith esq. J.P. 1 mile west, is a mansion, erected about 1872, from a design by the late Mr. Owen Jones, and commands an extensive view; the estate covers about 75 acres. Wiveliscombe Castle, now the residence of Ernest Legassicke Hancock esq. J.P. and about 1 mile east, is a comparatively modern residence, placed on a hill, the site of a Danish encampment, nearly 12 acres in extent. The land is chiefly freehold. The soil is a mixture of red sand and shillet; the subsoil is slaty on the western side, and red sandstone on the eastern and southern sides. The crop are wheat, barley and turnips. The area of the urban district and parish is 182 acres; rateable value, £4,733; the population in 1901 was 1,417.

Petty Sessions are held at the Police Station every fourth Tuesday in the month, at 11 am. The following places are included in the division:-Bathealton, Brompton Ralph, Chipstable, Clatworthy, Fitzhead, Huish Champflower, Milverton, Raddington, Wiveliscombe Urban & Wiveliscombe Without.

A School Board of 5 members was formed November 24, 1874, for Wiveliscombe School district; Thomas Vincent Pearse, High street, clerk to the board.

Board School, erected in 1877, for 150 boys, 150 girls & 200 infants; average attendance, 122 boys, 107 girls & 132 infants.
