Civil & Ecclesiastical Jurisdiction
Historical Description
BISLEY is a parish and village, 4 miles north-west from Woking, 6 miles north-west from Woking village, 2 north from Brookwood station on the South Western railway, 8 south-west from Chertsey, in the North Western division of the county, Godley hundred, Chertsey petty sessional division, union and county court district, archdeaconry of Surrey, rural deanery of Woking and diocese of Winchester. The church of St. John the Baptist is a stone building of the 12th century, in the Early English style, consisting of chancel, nave of two bays, north aisle, west porch and a bell-cot over the west entrance, containing 3 bells: in 1873 the church was enlarged and restored: at the east end is a memorial window: there are 150 sittings. The register dates from the year 1561. The living is a rectory, net yearly value £150, with 20 acres of glebe land and house, in the gift of Mrs. George Pyemont Smith, and held since 1886 by the Rev. Joseph Cater. There are charities of about £35 yearly. The Bisley Refuge Farm School Was erected in 1868, for 150 homeless and destitute boys: the estate comprises about 140 acres, which is mostly cultivated by the boys, who are also taught various useful trades; a second building (the Shaftesbury school) was erected in 1873 for a similar number, total averages 232 boys: a chapel, seating 400, was built for the schools in 1874. The Earl of Onslow is lord of the manor and Colonel Marshall and the Bisley Refuge Farm School are the chief landowners. The soil is loam; subsoil, clay, gravel and sand. The chief crops are wheat, oats, beans and swedes. The area is 922 acres; rateable value, £1,685; the population in 1881 was 651, most of whom are engaged in agriculture.
The camp of the National Rifle Association here was opened on Saturday, July 12th, 1890, by the Prince and Princess of Wales, accompanied by the Duke and Duchess of Connaught, the Duchess of Edinburgh and the Duke of Cambridge, when the princess fired the first shot at the 500 yards range. From the year 1860, when H. M. the Queen inaugurated the first meeting in a similar manner, the annual gatherings of the association had been held at Wimbledon, but the necessity for obtaining ranges of increased extent, rendered imperative by the adoption of the army service rifle, obliged the association to remove from the old site, and Bisley was eventually chosen as being the most generally suitable position available, with the added advantage of proximity to the Guards’ camp at Pirbright and to the great military centre at Aldershot the new ground, while more extensive than the old, enables the camp itself to be far more compactly arranged than at Wimbledon, and the butts, instead of forming, as previously, a sort of half circle, are divided and placed at various convenient points to the north-west and north of the camp; the ground on all sides rises more or less rapidly to a considerable eminence nearly in the centre of the site, about 226 feet above the sea level, and forming its highest point; and here stands the clock tower, an open framed structure of iron, with four dials and a bell hung below, and a tall flagstaff on which a signal drum is hoisted; the various portions of the camp occupy the ground sloping away from this hill towards the south and south-east, in the direction of the main line of the South Western railway, from which, at Brookwood station, a short branch or tramway is carried into the camp, with a small station at the entrance and another at the terminus near the refreshment pavilion; at the former passengers can alight for the old N. R. A. tramway, which has been transferred from Wimbledon and now skirts the east side of Bisley common, in rear of the principal firing points; at the entrance to the camp on the south-east are the regimental inclosures, and beyond these the N. R. A. camp, with five lines of tents occupied by volunteers belonging to corps not having special regimental quarters; all these lie to the south of the branch line of rail; to the north of it and near the entrance is the police camp and that of the civilian staff, and a range of substantially built wooden huts, with green Venetian shuttered windows; close by is the old square block of wooden buildings containing the offices of the association, comprising also an office for the Royal Engineers, post and telegraph offices, and others for printers and the representatives of the press; the open grassy space contiguous on the north forms the bazaar, and is surrounded by the tents of various commercial firms of gun makers, opticians and others; beyond this inclosure, westward, stands the great refreshment pavilion, also transferred from Wimbledon; the umbrella and exhibition tents and those of various clubs; and the extreme western division of the camp is allotted to the staff pavilion and members’ and range officers’ tents: in the open ground to the north-west are the butts for revolver practice and the running deer, and close by is the firing point for the 1,100 yards range, the butts for which, Nos. 2, 3 & 4, comprising 24 targets, are on Stickledown, a rising ground lying almost exactly north-west beyond the Hog Lees; butt 5, for the running man and sporting rifle practice, is near the clock tower; butts 6 to 14, forming the mid or principal range for 500 and 600 yards, and comprising 90 targets, are north of the camp, the direction from the firing points, as in the long range, being north-west; still more to the north are butts 15 and 16 for the 200 yards range, and 17 and 18 for 600 yards, the direction in both being nearly due west: from the clock-tower a splendid view is obtained of the country all round: northward and north-westward the view is closed by the Chobham Ridges, the final butt for the most extraordinary of stray shots; southward and at a greater distance the line of the Hog’s Back between Guildford and Farnham runs beyond a heathery valley; eastward the country is fairly level, but green and pleasant, with villages and detached farmsteads peeping out amidst the trees; westward, the Fox hills hide Aldershot from view, but on the hither side is the Guards’ camp, on Pirbright common, and another camp by Stoney Castle, not far beyond the Bisley boundaries: 3 miles north-north-east is Chobham Common, the site of the military encampment in 1853. The pre-existing hedgerows, trees and bushes have been as far as possible preserved, so that the various parts of the camp lie in a kind of leafy seclusion contrasting agreeably with the glaring whiteness and bare appearance which distinguished the Wimbledon site, but the rest of the ground is chiefly covered with heather. The annual meetings are usually held during the last two weeks of July. The principal prizes are the Queen’s Prize, founded in 1860, and consisting of £2,200, given in 400 prizes from £2 to £250, and shot for in three stages at different distances; the best shot in the first stage receiving the bronze medal and badge of the association and £40; in the 2nd stage, the silver medal and badge and £60, and in the final stage, the gold medal and badge and £250 given by H. M. the Queen, with which is presented the gold medal of the association; H.R.H, the Prince of Wales’s Prize of £100, given by H.R.H, and £100 by the N.R. A. the latter sum being divided into 18 graduated amounts; the Chancellor’s Plate, founded in 1862, for members of Oxford and Cambridge Universities; the Ashburton Challenge Shield, presented in 1861 by Lord Ashburton for competition between the Public Schools; the Spencer Cup, presented in 1861 by Earl Spencer, and competed for by one representative of each school; the Cadet Corps’ Match Prize; the Elcho Challenge Shield, founded in 1862, and shot for by teams of 8, representing England, Scotland and Ireland; the Loyd-Lindsay Prize, founded in 1873, and consisting of £50, given by Lord Wantage, with £70 added by the N.R. A. and divided into five prizes from £10 to £50, for sections of four mounted men from the Yeomanry and Volunteer Horse; the Royal Cambridge Shield, under similar conditions, for cavalry, founded in 1879, with a silver cup and £50; the Mappin Challenge Prize, for sections of volunteers, with £30 added by the N.R. A.; the China Challenge Cup, presented by the volunteers of China in 1865, with £80 in various prizes; the National Challenge Trophy, for representatives of Great Britain, Wales and Ireland; the St. George’s Vase and Dragon Cup, with money prizes and gold and silver jewels added, restricted to efficient volunteers; the Brinsmead Challenge Shield, for teams of six against movable targets; the Army and Navy Challenge Cup, open to all ranks of the army, navy, marines and militia and to sergeants on the permanent staff of the auxiliary forces; the Kolapore Challenge Cup, for representatives of the mother country, India, the Colonies and the Channel Islands, founded in 1871, by the Rajah of Kolapore, with £80 added by the N.R.A.; the Public Schools Veterans’ Trophy, founded in 1874; the Belgian Challenge Cup, presented in 1867 by the Brussels Chasseurs Eclaireurs, and the Mullens’ prizes, founded in 1881, both for volley firing; and two new competitions, the Evelyn Wood, for companies of the regular army in the attack formation devised by Col. Street, and the Rudge, for teams of volunteer cyclists. H.R.H. Field Marshal the Duke of Cambridge K.G. is president of the association, chairman of the council, Brig.-Genl.
