Historical Description
BATLEY is a municipal borough and township, partly comprised within the parliamentary borough of Dewsbury; a parish and a polling place for the southern division of the Riding, in the lower division of Agbrigg wapentake, Dewsbury, Hunslet and Bramley unions and Dewsbury county court district, rural deanery of Birstal, archdeaconry of Craven and diocese of Ripon, 198 miles from London, 1 mile north from Dewsbury, 34 ½ miles from Manchester; 8 south from Leeds, 36 ½ from York, 8 ½ north-east from Huddersfield. The London and North Western and the Great Northern Railway Companies have stations here. A tramway, on which steam power is used, runs from Dewsbury through Batley to Gomersal. The township of Batley includes the hamlets of Brownhill, Carlinghow, Clark Green, Havercroft, Chapel Fold, Healey, Staincliffe, White Lee, Upper Batley, Kilpin Hill, Publwell and part of Batley Carr. The town was constituted a municipal borough by Royal Charter, 8th December, 1868, and is governed by a mayor, six aldermen and eighteen councillors. A Local Board of Health for the Batley district was established in 1853, under the powers of the Public Health Act 1848, by whom the sanitary arrangements of the town have been much improved; this board, together with the local boards of health for the adjoining districts of Dewsbury and Heckmondwike, have obtained several Acts of Parliament for supplying the districts with water. The church of Ail saints, a stone building of the time of Henry VII. consists of chancel with aisles forming chapels belonging to the Earls of Wilton and the trustees of the late Earl of Cardigan, nave with aisles and embattled tower with a peal of 8 bells, dated 1851: here is a monument, dated 1630, to the memory of a member of the Mirfield family, of Howley Hall: the font bears the date of 1662, and is a good example of the period, in perfect preservation: the church was restored in 1873, when the aisles were re-roofed, the plaster removed from the pillars and arches and the old pews replaced by open seats, at a cost of £800. The register dates from the year 1559 and is in good condition. The living is a discharged vicarage, yearly value £500 with residence, in the alternate gilt of the trustees of the late Earl of Cardigan and the Earl of Wilton, and is held by the Rev. Thomas Gateward Davies M.A. of Brasenose College, Oxford, surrogate. Brownhill is an ecclesiastical parish, formed in 1871 out of Batley and Birstal; the church of St. Saviour, with school and parsonage, was erected at a cost of about £5,000, from designs by Messrs. Sheard and Hanstock, and is in the Early English style, consisting of chancel, nave and aisles; to which a tower is to be added: the chancel, containing a stained east window, has been decorated and a reredos erected at a cost of about £500. The register dates from the year 1871. The living is a vicarage, endowed with £245 yearly, partly by the ecclesiastical commissioners and otherwise from money left for that purpose by the late Rev. Joshua Nussey, rector of Oundle, Northamptonshire, with residence, in the gift of the vicar of Batley, and held by the Rev. John Ridley. The ecclesiastical parish of St. Thomas was formed from that of Batley in 1868; the church, with school and parsonage house attached, was erected in 1868, from designs by Michael Sheard esq. at a cost of £11,000, the site being given by the Earl of Wilton, and is a building in the Early Geometric style, consisting of chancel, nave, aisles, organ chamber, vestry, tower and spire; the chancel contains a window, placed there by Michael Sheard esq. to the memory of his daughter, ob. 1867. The register dates from the year 1868.U The living is a vicarage, endowed by the ecclesiastical commissioners with £200 yearly with residence, in the gift of the vicar of Batley and held by the Rev. Thomas Middlebrook Horsfall M.A. of Worcester College, Oxford. The area is 297 acres; the population in 1871 was 4,701. The Catholic church dedicated to St. Mary of the Angels, erected in 1870, in the Early English style of the thirteenth century, was consecrated in December, 1870. The Congregational chapel, a building in the Gothic style with a spire at the north-east angle, above 100 feet high, was erected in 1856; the cost of erection was about £2,200, and it contains sittings for 550 adults. There are also chapels for the Wesleyans, Methodist New Connexion, Baptists and Primitive Methodists. The cemetery, laid out in 1865, at a cost of £12,500, contains 12 acres with two Gothic mortuary chapels, from designs by Michael Sheard esq. A commodious market house, in the Gothic style, from designs by stead Ellis esq. has been erected by the corporation at a cost of £5,000. The premises of the West Riding Banking Company, in Hick lane, were built at an expense of £10,000, from designs by Messrs. Sheard and Hanstock, and are of White rock stone, in the Gothic style; the internal fittings of the rooms, with the ceilings and wainscoting, are all of pitch pine. The Town Hall was erected in 1853, at a cost of £2,000, by a Company, from whom it was purchased in 1874 by the Corporation for the sum of £3,400: the Borough Justices hold their meetings and have their offices here. The Mechanics’ Institute has a good library and is well supplied with daily papers and periodicals. The Working Men’s Club, numbering 300 members, has convenient premises in Wellington street, containing news and billiard rooms with class rooms for lectures. Batley is celebrated as the principal seat of the rag and shoddy trade, which took its rise here about 50 years ago, and has proved a source of great wealth to many engaged in it: the manufacture of army cloths, pilots, flushings and druggets is very largely carried on, and has raised Batley to a position of considerable importance in the clothing district. There are also iron foundries and works for the making of machinery used in the manufacturing trade. Coal abounds in the township, and there are excellent quarries of building stone. A Chamber of Commerce has been established, the meetings of which are held monthly. There is a Masonic hall, and several lodges of Freemasons. The Earl of Wilton is lord of the manor and principal landowner. The land is chiefly in pasture. The area of the township, which is co-ex tensive with the municipal borough, is 2,140 acres; the entire area of the parish is 6,286 acres; and the population shows great progress; in 1851, 9,308; in 1861, 14,173; and in 1871, was 20,871; the entire population of the parish is 35,616; rateable value £79,372. The parish includes the townships of Morley, Gildersome and Churwell.
