Historical Description

Filey, three miles north-east of Hunmanby, is a small fishing town situated upon the shore of a spacious bay, in a circular form, and upwards of four miles in length. The sands are firm and extensive, and the beach convenient for sea-bathing. A mile to the north of the church is a spring of mineral water, which contains a small portion of Epsom salt, a little iron, and some calcareous earth. A ridge, or natural mole of rocks, is called Flley-bridge, which projecting nearly half a mile into the sea, is a great protection to the bay in tempestuous weather. At high water these rocks are overflowed, but when low, there is a passage along them to the other extremity, and a fine view hence of Flamborough Head and Scarborough Castle. In stormy weather the sea breaks here with such violence, that the foaming waves are frequently seen from Scarborough. The cobles at Filey are often successful in bringing home soles, turbot, and other fish of superior quality. A number of five-men boats belong to this town, and are constantly employed on their own coast, or at Yarmouth in the herring season.

FILEY is a watering place and civil parish and fishing town on the eastern coast, with a station on the Hull and Scarborough section of the North Eastern railway, 7 ½ miles south-east from Scarborough, 12 north-north-west from Bridlington by road and 13 ½ by rail, 2 ½ north-east from Hunmanby, 44 ¼ north by rail from Hull and 215 from London, partly in the Buckrose division of the East Riding and partly in the Whitby division of North Riding, partly in the wapentake of Dickering and partly in Pickering Lythe (North Riding), Dickering petty sessional division, Scarborough union and county court district, in the rural deanery of Scarborough, archdeaconry of the East Riding and diocese of York. From being a mere fishing village, Filey has risen, since 1831, to the position of an important watering place, and is delightfully situated at the north-eastern extremity of the East Riding, on the shore of Filey bay, which affords both excellent fishing and shooting; it is open to the east, but is protected from the north-easterly winds by a long ridge of rocks, anciently called the “File,” but now “Filey Brigg,” extending from a narrow tongue of land to a distance seaward of fully half a mile, and forming a sort of natural pier or breakwater. Here sloping rocks are covered with boulders of prodigious size, numbers of them weighing from forty to fifty tons; scaur after scaur rises perpendicularly to a height of 20 feet; and in the rocks are singular amphitheatre-like caverns hollowed out by the action of the waves; about midway across the ridge, where it is the highest, and at an angle of about 45 degrees, there juts out from its south side another ridge of rocks called “Spittals,” only visible at low water and during spring tides and marked by a bell buoy; the “Brigg” is dry at low water and its eastern extremity affords good views of Scarborough Cliffs and Castle and the noble promontory of Flamborough Head; at high water and with the wind from the north-east the heavy waves break over it, throwing broad sheets of spray high into the air. The bay is protected on the south by Flamborough Head, and thus affords a safe shelter for ships of any burthen, and is admirably adapted by nature for a harbour of refuge. Here was the Portus Felix of the Romans, and remains of their harbour still exists on the top of the cliff overlooking this, there were discovered some years ago the foundations of a Pharos or light tower and other buildings, with many evidences of the former presence of Roman soldiers. The beach is sandy, firm and smooth, and particularly well adapted for bathing, and forms a large segment of a circle, surrounded by high perpendicular cliffs, which to the northward of the town are generally destitute of vegetation, and are mostly of a conical form; to the southward they gradually decline in altitude until they unite with those at Speeton. During the prevalence of certain winds this coast is liable to a heavy ground swell: affixed to the rock is a memorial tablet to Charles Paget esq. J.P. and formerly M.P. for Nottingham, and Ellen his wife, who were swept off Filey rocks and drowned in October, 1873, by a wave of extraordinary volume; at the time of this fatal occurrence they were standing on the rocks near the second cave, on the north side of the Brigg, where they had been in safety for more than a quarter of an hour; the spot in question is barely covered at high water, and at the time the tide only wanted an hour and a half to low water. The sea wall, completed in June, 1894, at a cost of £15,000, runs from the North Ravine towards the Crescent Hill, a distance of about 700 yards. It rises to a height of 19 feet above the sands, and is guarded by an ornamental iron railing. The promenade is asphalted; beyond it is an open space laid out in ornamental plots and furnished with shelters, and on the beach is a drinking fountain, presented by S. J. Varley esq. In 1895 a new sewerage outfall was constructed, extending beyond low water mark.

The town is in two parts, called Old and New Filey; the former was long noted as a fishing station, but of late years the industry has declined. New Filey has been built principally since 1840, and is the chief resort of visitors; it contains many comfortable lodging houses, extending along the top of the cliff to the south, and commands a beautiful sea prospect, the front being beautifully laid out in pleasure grounds, forming a pleasant promenade for visitors. The ravine which, for parliamentary purposes, divides the North from the East Riding was purchased by the late Local Board and a carriage road formed, leading from the Scarborough road to the beach and giving easy access to the sands; the slopes have also been laid out in terraces, planted with trees and shrubs and forming agreeable promenades. Crossing to the old church is an iron bridge; and the road to the town from the railway station has been planted with an avenue of trees. The town is well drained and lighted with gas, introduced in 1853, and now supplied from works in the Railway Station yard; water is obtained principally from an artesian well near the railway station, 375 yards deep; the water rises from the limestone rock, and is conveyed to a large reservoir at Hunmanby; is 1859 the two separate companies were incorporated under the title of the Filey Water and Gas Company, but the undertaking was acquired in 1898 by the Urban District Council.

A Local Board of Health of 9 members was formed June 19, 1868, under the “Local Government Act, 1858” (21 and 22 Vict. c. 98), but under the provisions of the “Local Government Act. 1894” (56 and 57 Vict. c. 73) this has been superseded by an Urban District Council.

The boundary of the East Riding was extended in 1896, for purposes other than parliamentary, beyond the church of St. Oswald and the Church farm.

The church of St. Oswald, standing at the top of a rugged eminence on the north side of the ravine, and formerly within the limits of the North Riding, is an ancient cruciform building of stone, chiefly in the Transition Norman and Early English styles, consisting of chancel, clerestoried nave, aisles, transepts, north and south porches, vestry and an embattled low but massive central tower with pinnacles, containing a clock and 3 bells: the nave, which is the most ancient part of the church, is divided from the aisles by Transitional arcades of six arches, the piers of which are alternately circular and octagonal, except the two westernmost, which are clustered: the clerestory windows are all semicircularheaded: the piers supporting the central tower, as well as the transepts and chancel, are Early English: the chancel retains fine triple sedilia and a piscina: in the south transept, the west side of which is richly arcaded, there are also sedilia and piscina, and there is a piscina in the north transept: in the wall of the south aisle is a rude female effigy, perhaps of the 13th century: the font is Norman and there are many monuments: in 1839 the church underwent considerable repairs, at a cost of about £1,500; and in 1886 was restored, new-roofed and re-pewed at a cost of £5,028: the carved oak pulpit is a memorial to W, W, Unett, 1886. and a new reredos was given anonymously in 1911: there are memorial windows to the wife of Mr. Cecil Foljambe, now Lord Hawkesbury, to Mrs. Clay and to the Rev. Thomas Norfolk Jackson M.A. 42 years vicar of Filey (1831-73): in 1899 a memorial window was placed to Thomas Robert Cammish, churchwarden, and a number of fishermen who had perished at sea during the period 1880-1900; another was given by Mr. W. A. Beaumont, in memory of his parents, and there are others to Mr. and Mrs. Latimer: the organ was erected in 1882: the church affords 600 sittings. The register dates from the year 1573. The living is a vicarage, net yearly value £400, including 57 acres of glebe, with residence, in the gift of H. B. Firman esq. who has two turns, and Capt. Robert Osbaldeston-Mitford, who has one turn in three, and held since 1880 by the Rev. Arthur Nevile Cooper M.A. of Christ Church, Oxford, and surrogate. St. John the Evangelist’s chapel of ease. New Filey, erected at a cost of about £3,000, is a cruciform building in the Geometric style, consisting of chancel, nave and transepts: the stained east window is a memorial to the late Admiral Mitford, d. June 18, 1870, and another is to J. C. Cooper esq. d. 1910: a new altar table and other fittings and ornaments were presented by an anonymous donor in 1901: there are 450 sittings.

The Catholic church was built in 1905. The Wesleyan chapel, erected in 1876, is a building in the Gothic style, seating 700 persons. The Primitive Methodist chapel, built in 1871, will seat 900 persons. The Plymouth Brethren meet at the Albert Hall in Mitford street.

The Freemasons’ Hall is in Rulland street, and here the Royal Lodge 643 hold their meetings.

There are circulating and subscription libraries. The Spa well is situated on the cliff a little north of the town, but is now choked up. The links of the Filey Golf Club are on the south cliff.

The Rotherham and District Children’s Convalescent Home, situated on the South cliff, was completed and opened in 1904, at a cost of over £2,000; there are two large wards, each containing 12 beds, and a small ward for consumptive cases. The charities of the parish amount to £4 a year, of which £1 is distributed in coals and £3 to the poor on Christmas day.

A lifeboat was stationed here in 1823; the present boat, named Hollon the Third, was given and named after a former mayor of York; the Board of Trade Rocket Life Saving apparatus depot is in Mitford street.

The Ravine, the residence of Edwin Martin esq. J.P. stands on a lofty eminence, on the cliff at the south end of the town, in upwards of 22 acres of beautifully wooded grounds. North Cliff, the residence of the Hon. G. N. de Yarburgh-Bateson J.P. is a mansion of stone in the Tudor style, completed in 1892, and affording an extensive view of the entire bay and Brigg. Capt. Robert Osbaldeston-Mitford, of Mitford Castle, is lord of the manor. The land belongs to various freeholders. The area of Filey township and Urban District is 832 acres of land and 138 of foreshore; rateable value, £18,409; the population in 1901 was 3,003, and in 1911 was 3,228, and in the ecclesiastical parish, 3,564.

The parish consists of the townships of Filey, Gristhorpe and Lebberston; the two latter being in the Nurth Riding.
