The Oxford Dictionary of Christian Names (1947) by E. G. Withycombe

Camden thinks this was originally imĀ­posed as a baptismal name from the bearer thereof having been born on the day of the festival. In like manner in France, says Lower, Noel was first a Christian, afterwards a family name.
