The Oxford Dictionary of Christian Names (1947) by E. G. Withycombe

A very common Latin name, denoting ‘(one) born at daylight’ or, less probably, ‘fair-complexioned,’—from lux (genitive lucis), ‘light,’—it has been to a moderate extent popularised in England by the reverence due to the nineteen Saints Lucius, esp. to that chieftain of South Wales who, ca. 180, begged Christian missionaries from the Pope; Lucius Cary, Viscount Falkland, invested it with a fine lustre; and in Ireland it has been made to serve as the equivalent of the native Lachtna and Loiseach. (Benedictines; Yonge.)
