This surname is derived from an occupation. 'the capper,' a maker or dealer in caps. Thomas Pendilton, capper, 1562 (Preston Guild Rolls). Probably made of woollen cloth, though felt was used. An Act of Pari., 4 Henry VII. c. ix, begins, 'No hatter or capper shall felt any hat,' &c. In the York Pageant amongst other crafts marched the 'cap-makers'; in the Chester Pageant the 'Cappers, Wyerdrawers, and Pynners'; in the Norwich Pageant the 'cappers, hatters' (FF. ii. 148).
