(Anglo-Lat)? Blind [Latin Cacilius—? from cæcus, blind; cp. cæcilia, a sloe-worm or blind-worm]
The name of this noble family was written in ancient times, Sitsilt, Sicelt, Seycil, Seisil, Cyssell, &.c., until William Cecil, Lord Burghley, Queen Elizabeth's famous minister, from a whimsical notion that he was descended from the Roman Caecilii, adopted the present orthography. The family, doubtless of Norman origin, can be traced to Robert Sitsilt, who in 1091 assisted Robt. Fitz-Hamon in the conquest of Glamorganshire. Collins.
From Kessel or Cassel, east of Bruges, Flanders. This is probably a branch of the Counts of Gand, whose arms (barry) it bears, with escutcheons charged with the lion rampant of Flanders. The arms are still borne in Flanders by a family of the same name. In 1180 Henry, Count of Cessele, witnessed a charter of the Emperor Frederick Barbarossa (Gall. Christ. iii. 138 Instr.), and 1203 Henry, Count of Kessele, witnessed a charter of the Duke of Brabant (Alb. Miræi Oper. Diplomat. i. 401). The Counts of Kessele probably bore that title as a younger branch of the Carlovingian Counts of Gand (See Constable). Maurice de Cassel of this family occurs in England t. William I. (Mon. i. 1008); and had issue Hugh de Alost, ancestor of the Counts of Kessel; and Robert de Kessel or Giselle, one of the knights who, with Robert Fitz-Hamon, conquered Glamorgan, 1093. From his descendant Walter de Alterens, living 1165 (Liber Niger), descended the noble bouse of Cecil. Of this family was William Cecil, Lord Burleigh, the greatest, perhaps, of all the statesmen of England.
