From Where Does The Surname Originate? meaning and history
I cannot help thinking this is an immigrant from the Low Countries. It is found in Norfolk and Suffolk. But it might easily stand for Chinbury and be a local English surname.
Ralph de Chincbury, Norfolk, temp. 1380: History of Norfolk.
1393. John Chenery, patron of Barton, Norfolk: ibid.

1682. Henry Chennery, mayor of Lynn Regis, Norfolk: ibid.
1804. Married — William Mitchell and Hester Chinnery: St. George, Hanover Square.
The first Chinnery to appear in Irish records, as far as I know, was Quartermaster John Chinnery, described as of Cnocktane Castle, Co. Limerick, who was one of the 1654 Inquisition jury in connexion with the Civil Survey for the baronies of Owneybeg and Clanwilliam. According to family tradition a George Chinnery of an ancient Essex family settled in Co. Cork before 1641, and John Chinnery of Mallow obtained a grant of Castlecor, Co. Cork, in 1666. Subsequently the name is almost entirely associated with Counties Cork and Limerick, as wills, family papers and birth records indicate. George Chinnery was Protestant Bishop of Cloyne in 1780. He with nine others of the name appears in the register of students of Dublin University: the earliest of these was born in Co. Cork in 1653, the son of John Chinnery of Ballyadam. London-born George Chinnery (1774-1852), a notable portrait painter, is reckoned among Irish artists having lived in Dublin and being related to the Chinnerys of Co. Cork.
The head of that family was created a baronet in 1799. Extensive records of Chinnery families, collected by James Welply, are in the manuscript collection of the Genealogical Office, Dublin Castle.
