The surname, Kleven, most likely originated independently in two regions. One in Norway and once in Germany. The Norwegian variant comes from any of numerous farmsteads all over Norway named Kleven.

The German variant either came from a place called Klevenow, or is a variant, "Kleve", which is a name referencing the German Kleve region, which probably references an old topographic term cleve, which means 'swamp'.
