From Where Does The Surname Originate? meaning and history

In this name, also spelt Coggoran, we have an example of the substitution of the prefix O for Mac, which is not unusual with names beginning with C, G and K (cf. Costigan, Creedon, Gogarty, Keegan).

In this case the change took place at an early date. In 1585 it was still Mac — in a Fiant of that date a Co. Clare carpenter is recorded as Donogh MacCogerane; fifteen years later we meet in the same source two other Claremen called O'Cogran. The prefix is now obsolete. Cuggerans are not at all numerous today: those extant are either resident in Clare or their forbears came from that county. They are mainly found in its western baronies; but the east Clare place-name Ballycuggeran indicates their original homeland, situated as it is near Killaloe, the seat of King Brian Boru, in whose employment the eponymous ancestor of the sept is said to have been. (It has been suggested that, since his position was a confidential one, the surname may be derived from the word cogar, the secondary meaning of which is confidant).

The equation of Cochrane as a synonym of Coggeran is untenable. Cochrane is a Scottish name very numerous in Ulster. Coughran appears to be a synonym of Cochrane not of Coggeran, since it is also an Ulster name.
