Based on research I did in Ireland at the Dublin Castle Genealogical Research Center about thirty years ago, I learned that Fennell is unlikely to be an Irish name, even though generations of Fennells in Ireland will swear it is. The Fennell family likely arrived in Ireland during the protestant ascendancy and indeed are part of a landed class in Ireland. However, there appear to be subgroups with the same name in the same place, County Clare, for example, who are unrelated to the landed gentry. Thus, there may be two lines of Fennells, one natively Irish (Ó Fionnghail) and the other Fennells who emigrated from England and Wales. I carefully documented my research but unhappily, lost it years ago during a move.
