As the prefix O is seldom retained with Gilgan it might be supposed that it is a variant of MacGilligan (which was dealt with in More Irish Families p. 119); but in fact the two names are quite unrelated.

O'Gilgan, or O'Gilligan, i.e. Ó Giollagáin, is that of a small sept located in north Leitrim and Co.
