Loyzell is the approximate phonetic equivalent. If I wanted to anglicise my surname, it is the spelling I would choose. I think it is safe to assume that it is the same surname.The surname is French. According to many, it derives from «l'oiseleur» an old French trade name; the trade had to do with «birds»(oiseau, oiselle). The surname is very common in the Province of Quebec.
