Navera comes from the Spanish demonym for a female inhabitant of the Las Navas, which are mountainous regions in Spain.
While it is a Spanish surname, it is mostly Filipino in usage, with many tracing their ancestral roots in the Bicolano town of Camalig in Albay Province. Due to the Claveria decree of 1849, Filipinos were made to systematically adopt surnames, mostly Spanish but many also of native Filipino and Chinese provenance, with varying degrees of compliance. In Albay, however, enforcement of the said decree was very strict and systematic such that to this day one can tell from which town you're from basing on the first letter of your surname. For Camalig, it's M and N, e.g. Navera, Moral, Nuyda, etc., all of which can be found in the 1849 decree's Catalogo Alfabetico de Apellidos.
Outside the Navera clan of the Bicol Region, there are fewer unrelated Naveras in the Tagalog region, mainly in Sto. Tomas, Batangas.
