From Where Does The Surname Originate? meaning and history
This surname is derived from a geographical locality. 'of Passelewe,' now Pashley or Pasley, a manor in the parish of Ticehurst, Sussex (Lower). I doubt whether this is correct. There is no trace of a Sussex parentage. I suspect it is of Norman extraction, although we need not accept Skinner's etymology: 'a the Frenchpasse I'eau, sc. atranando vel transeundo aquam.' This is a meaningless guess. Possibly Lower is correct, and it may be that the name passed from Sussex to Norfolk at an early period. Nevertheless, without proof it is not satisfactory.

This surname is derived from a geographical locality. 'of Paisley.' Found chiefly in the North of England and near the Scottish border.
Of local origin from the town of Paisley in Renfrewshire. William Passeleue or Passelaw appears as witness in charters by William the Lion, c. 1179-90 (Kelso, 260; RMP., p. 8), and c. 1202 as William Passelewe witnessed a charter by Alan filius Walteri (RMP., p. 14). He may have been the William de Passele who witnessed a donation of the church of Kincardin to the Abbey of Cambuskenneth, c. 1199 (Cambus., 121). Dominus Johannes de Passelet, canon of Glasgow, witnessed gift of half of Litel Guvan to the Hospital of Polmade, 1320 (REG., p. 229), and in 1389 the goods of William Passeley, merchant of Scotland, were ordered to be released (Bain, IV, 401). Henry Paslaye was burgess freeman of Glasgow, 1600 (Burgesses), John Paislie was admitted burgess of Aberdeen, 1616 (NSCM., I, p. 116), Johne Paslay decernit in ane unlaw, 1672 (Corsehill, p. 107), Hendrie Pasley took the Test in Paisley, 1686 (RPC., 3. ser. XI, p. 496), John Pasly, schoolmaster of Dalmellington, 1689 (RPC., 3. ser. XIV, p. 300), and John Paislay was retoured heir portioner of Thomas Kirkpatrick, 1699 (Retours, Dumfries, 356). There was also a Dumfriesshire family named Posley, several members of which distinguished themselves in public service. William Paislaw, shoemaker in Hawick, 1689 (Peebles CR.), and Pasley or Paisley, the notorious 'priest' of Gretna Green, may have derived their name from (How)pasley, originally in the barony of Hawick.
