This surname is derived from the name of an ancestor. 'the son of Paul,' from the pet form Pauley; compare Charley, Teddie, &c. I cannot find any trace of a local origin. Paul was one of the favourite personal names in the 13th century. Thus I am driven to the above conclusion. Of course Pawley has a very local look.
