From Where Does The Surname Originate? meaning and history
This surname is derived from a geographical locality. 'of Pelly.' I cannot find the spot.

Authorities differ as to the origin of this name: Reaney says it is a diminutive of Peter; Weekley's explanation is le pelé (the bald man). A further possible derivation is from de la Pelle-Richard de le Pelle appears in the Justiciary Rolls as a Co. Cork lessee in 1307, but it is hardly likely that he is the ancestor of the present day Pellys in Ireland, who for the most part belong to families located near Ballinasloe and other places in south Galway, where they are on record for many centuries. In 1656, Susanna widow of Thomas Pelly of Coolecartan, Co. Galway, was one of the persons transplanted under the Cromwellian Settlement; and the Books of Survey & Distribution, which record landholders of the next generation, have a number of references to a Peter Pelly's acquisition of lands in Co. Roscommon. (In this connexion it is interesting to note that in 1878 a Mr. Pelly owned 1,510 acres of good land in Co.
Roscommon). A Peter Pelly, possibly the same man, obtained lands in the parish of Clooney, barony of Corcomroe, in that part of Co. Clare which adjoins Co. Galway, part of the property owned by the O'Connors in 1641. It should be added that at the same time one Peter Pelly appears in the Armagh Hearth Money Rolls (1664-65).
In recent times the name appears frequently in church records both as priests and nuns.
