(Celtic) Dweller at a Head or Height [Welsh pen] The Bucks Penn, Penna in the 13th century, is on an eminence from which views of many counties can be obtained. It may therefore be the Welsh pen. From this Penn is derived indirectly the first part of the name of Pennsylvania, called after Penn, the Quaker, whose family- name seems to have been taken from the Bucks parish.
