This name originates from the Irish Gaelic sept, the Ó Faoláin, who were located in County Waterford in Ireland. They were located here until the arrival of the Normans, which provides the origins of the Phelans as well as the Whelans. The name was then established in the adjoining Counties of Kilkenny, Wexford, Carlow and Cork as well as County Laois. With the upheaval of the seventeenth century in Ireland, the Phelans were had to join the other exiles. A number settled in America, where the name became a prominent one. James Phelan (1824-1892) of County Laois was a distinguished pioneer. His son James D. Phelan (1861-1930) was a Senator and Lord Mayor of San Francisco. Bernard Phelan born in Tipperary in 1770 was a successful wine merchant in Bordeaux, France. He was invited to France by his friend Thomas Barton. Chateau Phelan-Segur is living evidence of the influence of the name.
