(Anglo-French) 1 the French Picker, Pichier, palatal forms of piqu(i)er = Pike-Man [from French pique, a pike, the same word as pic, a pick, and Ital. picca, a pike; also Old English píc, a pike: cp. Latin pic-us, a woodpecker] 2 for the French Pichard: v. Pichard. Colonel D. G. Pitcher, in his ‘Notes on the Surname Pitcher’ (1912), mentions a will ot the year 1551 in which the testator, John Pychard, makes a bequest to his uncle William Pytcher, also referred to as Pilchard; while the testator’s wife is Alice Pytchard. In the Inq. P.M. held in the same year the testator’s name appears as Pichard and also Pichar, and that of his wife as Pycharde. The name of a Royalist major who was shot in London in 1648 is entered in the Parliamentary journals as William Picard; in the proceedings of the trial as William Pitcher.

1. Some kind of employment-perhaps that of 'pitching,' i.e., roughly paving with boulders; or of applying pitch to ships, &c. 2. An inn sign. 3. From the French, Pichard, Pichot; from the German, Picha, Piecha; a personal name.$
Camden says that Edward IV. commanded a member of the Pickard family to change his name to Ruddle after his birthplace. Strange to relate, both these names are either confined to or are most characteristic of this county, though I can find no place called Ruddle in Wilts. Probably Rudhall, the name of places in Herefordshire and Staffordshire, was the name of the birthplace of this person. The Pickards are said to hail originally from Picardy. Trowbridge is their present home in Wilts.
