One could also read it as 'raw again', since there is another Low German word, wedder, which means 'again'. In High German the latter word is wieder.

It is not literally 'rough weather', since 'rough' is ruch in Low German and rau, in High German. But this might rather be the name's meaning when translating it into English. In both Low and High German, roh can mean 'raw', 'rough' or 'rude'.

The name is nowadays most frequent in the landscape Dithmarschen in southwest Holstein, so it might have it's origin there. It is a not rare name in North Germany.
