This surname is derived from an occupation. 'a dealer in raff' (compare riff-raff). So far as I can find, both surname and occupation (so termed) are peculiar to Norfolk. The Promptorium Parvulorum Has 'Raaf, ware.' Raff meant refuse, shearings of cloth, wool—any rubbish in fact that was saleable. In the Guild of St. George, Norwich, 1385, occurs the name of John Raffman. also Robert Smith, raffman, and John Smith, raffman (Early English Text Soc, English Gilds). Nevertheless Blomefield (FF. iii. 207), enumerating the companies in the procession of Corpus Christi Day, mentions the 'grocers and raffmen,' and explains in a note, 'i.e. raftermen, those that deal in rafts or timber pieces.' I do not think this will bear investigation.
