The surname Silis or Sīlis (original spelling) means 'Jay' in Latvian. This is a reference to the Jay bird species, the most common of which species in the area being identified as the European Jay. The change in spelling can be traced back to World War 2, where many Latvians fled the country from the Russian offensive as refugees, primarily towards USA, Canada, and Australia. Additionally under Russian occupation roughly half the local population of Latvia was sent off to Siberia, most of these families starved but the ones that survived passed on their names, Sīlis included. The change in spelling was a translation that simply rid the accent to better fit English standards. However this also resulted in a change in technical pronunciation.
