In the Polish system of nobility, one's status as a noble was determined by land ownership and therefore wealth. Some nobles had large tracts of land, some had less. With more land came more wealth and more opportunities for things like education. Accordingly, a noble of smaller means might well have lesser education. A 'petty noble' would refer to someone having less land, status, and education.
